Abstract

Through this study, we considered what policy alternatives would be to resolve the imbalance in the situation where there is still a regional gap in personal protective equipment and fire fighting vehicles, fire helicopters, and fire drone infrastructure. First of all, the system and status of local resource tax, which is the financial source of policy project expenses used to purchase equipment and build facilities for local fire departments, were analyzed, and a plan to use it as an income source for the fire development fund was studied. In order to understand how the fund is actually operated, the regional win-win power generation fund was analyzed to study how it can be applied to the fire fighting power generation fund. Unlike regional win-win development funds from three metropolitan areas (Seoul, Gyeonggi, and Incheon), 18 cities and provinces contribute local resource facility taxes collected as target taxes to fund the funds, and distribute the funds to 18 city and provincial fire departments' policy projects. If this governance is designed, it will be possible to build a more substantial fire-fighting equipment and facility infrastructure away from financial pressure from local governments, which are currently in charge of 67% of the fire budget. Above all, legislation should precede the introduction of the fund, and if the Fire Development Fund is legislated, the Fire Development Fund will be established under the National Fire Agency to operate it as a horizontal control of finances. The Fire-fighting Development Fund streamlines its operation method with income accounts and expenditure accounts, not financial support accounts and loan support accounts, and is not subject to strict budget carry-over control such as general and special accounts, so the remaining funds can be accumulated and used as a device to secure stable budgets in the mid to long term. If fund legislation is realized and the fire development fund is introduced through smooth communication and continuous consultation between the National Fire Agency and related ministries and local governments, fire fighting services will be provided uniformly and national minimum standards will be met evenly.
