- 본 논문은 리베리아, 시에라리온 그리고 기니로 구성되어 있는 ‘마노 강 연합(MRU)”에서의 내전의 초 국경화에 대하여 연구한 것이다. 몇 몇 소수의 지역 단위 연구는 주로 MRU 갈등의 파급 현상에 대한 외부의 영향에 초점을 맞추고 있었다. 그러나 ‘국내 분쟁 행위자’(내전에 개입된 행위자 및/또는 단체를 칭함) 한 국가의 내전에 개입한 반란 그룹)의 성격과 그들의 갈등에서의 상호작용은 되풀이 되고 있는 특유한 지역적 불안정을 파악할 수 있는 내생적인 접근 방법을 제공하고 있다. 본 논문은 MRU 내전에 있어 리베리아의 국내 갈등이 어째서 인접 국가들에게 번져나갔는지를 찾으려고 하고 있다. 국경지역에서 전염 과정에 있어서의 ‘비국가 행위자’(국경 사이에서 거주하고 있거나 활동하고 있는 행위자[민족 단체, 반란 단체 및 피난민을 포함]로서 국내 분쟁 행위자와 연계가 되어 분쟁의 전파/확산을 촉진하고 있는 행위자를 칭함) 의 잠재적인 역할은 무엇인가? 본 논문의 주요 논의는 국내의 갈등 행위자와 국경지역에서의 비국가 행위자들의 상호 작용이 MRU에서의 갈등 파급 현상에 중대한 영향을 미치고 있다는 것이다.
이러한 논의를 증명하기 위하여 “역 연대순 추적 과정(reverse chronological process tracing)” 방법을 사용하였다. 이러한 “역 연대순 추적 과정” 방법은 가장 최근의 사례에서 시작하여 시간적으로 가장 먼 사례로 돌아가는 방식으로 세 가지 MRU 사례 연구 (리베리아, 시에라리온, 그리고 기니)를 조사하였다. 이 방법은 갈등의 파급 현상을 추적함에 있어 리베리아의 ‘국내 행위자’와 국경지역 ‘비국가 행위자’ 사이의 관계를 설명하기 위하여 사용되었다. 이 방법은 1990년대와 2000년대의 MRU의 전염/확산 과정에서 발생하였던 매년 및 매일의 주요 사건을 분석하기 위하여 신문 보도, 기사 및 간행물에 근거하였다.
연구의 결과는 리베리아의 ‘국내 행위자’와 국경지역의 ‘비국가 행위자’(반란 운동)가 시에라리온과 기니 지역으로의 전쟁이 번지도록 이끌었다는 것이다. 또한 시에라리온과 기니 정부 그리고 국경지대의 ‘비국가 행위자’ (반란 운동 및 민족 집단)들이 리베리아의 전쟁이 확대되도록 했다는 것이다. 본 연구에서는 마노 강(Mano River) 지역의 갈등이 파급되었고 또한 확대되었다는 것을 관찰하였다. 본 논문은 갈등의 파급을 방지하기 위하여 국경지역의 ‘비국가 행위자’들에 대한 통제 필요성을 제시하고 있다. 국경지역의 현안 사항들은 지역 안보에 있어서 주요한 열쇠가 되는 것이다
