ABSTRACT
More than 70% of the entire population lives in an apartment house in South Korea, and the policy by government was focused on "selling and supplying apartment houses" since the 1980s.
Though the life cycle of apartment is 50~100 years, reconstructing in only 20~30 years caused nationwide waste. The housing policies only focused on construction and supply in spite of mass provision of apartment houses, barely addressing maintenance problems caused by the increasing numbers and stories of apartment houses.
At such a point of time, the government enacted the establishment of "long-term repair plan" and "long-term repair fund" that were the base of apartment housing management, made it mandatory for apartment house constructors to make a long-term repair plan, and required that the management entity should make a long-term repair plan for apartment houses with no such plans.
The management entities are required to charge the households for long-term repair funds every month and put the accumulated funds to right uses according to the long-term repair plan.
For long-term repair funds, the households should be charged with the bills based on the long-term repair plan. However, they are charged with less amounts than the planned level because of their resistance or the decision made at a household representative meeting. From a long-term perspective, they collect additional costs in case of large-scale repair project. The law requires that the management entities should adjust a long-term repair plan every three years, but they have a difficulty with following the provision since adjusting a long-term repair plan demands expertise including integration, bill of quantities, and cost calculation.
In such a situation, this study set out to identify problems with the old programs designed to adjust a long-term repair plan and suggest improvement measures for them. The study also aimed to propose directions for the systematization of management according to the repair cycle so that the management entities of apartment houses can easily adjust a long-term repair plan and fully fulfill their responsibilities for the prolonged life of buildings and facilities.
