Abstract

Many migrant workers flow in the cities form small towns and countryside along with industrialization and urbanization process of China. This phenomenon is unique only to present China- the migrant workers flow, which is aggravated by the peculiar household register policy. Since long ago the Government has not taken the migrant worker's accommodation into consideration of city public housing policy. The huge housing demand of the workers can not be satisfied and the housing price is too high. Consequently these factors all contribute to the more serious accommodation issue of the migrant workers day after day. At present, there exist several kinds of problems accommodation concerned, which influence their enthusiasm for contribution to the urban construction and hence hinder the economic development. Solution to their accommodation issue becomes vital to the urban development. Some domestic cities have already set about solving the migrant workers' accommodation. This study introduces the experience of cities such as Changsha, Shanghai, and Nantong. In comparison, foreign counties do not have the restriction of household register, their public housing policies can cover most of their citizens, including low-income ones. The study introduces mainly the housing system of foreign countries focusing on their wide coverage. The study also makes comparison of the public housing policies between different countries.Qingdao Economic Development Zone, which is the study area, compared with the Changsha, Shanghai, and Nantong to solve the migrant workers housing security improvement program. Based on the above theory and analysis of the domestic and foreign experience, the paper finally proposes suggestions to solve the migrant workers' accommodation which are recommended mainly for government departments.
