- Abstract
- Recently the productivity of offshore and coastal fishery has been decreasing while the consumption of marine products is dramatically increasing. Accordingly the elemental quantity of fish harvest to increase fish catch has been continuously increasing and this brought about resource depletion and inefficiency. To settle this problem the Korean government is implementing the policy like fishery buy-back with TAC(Total Allowable Catch). To this end the study about the influence that the amount of efforts for fish catch has on fish catch should precede and the characteristics of offshore and coastal fishery should be accurately analyzed.
The purpose of this thesis is to have some light on the productivity of offshore and coastal fishery by presuming fishery production function. For theory, Cobb-Douglas production function and Scale Profit were established as a basis and a positive analysis was conducted using 'Panel Regression Analysis'.
This thesis targeted 15 fisheries and the investigated period was set for 25 years spanning from 1987 to 2011 and this contributed to gaining longer term and more comprehensive result compared to the previous theses. Analysis Model was classified into two models depending on dependent variables and the model whose dependent variable was fish catch was named model 1, and the model whose dependent variable was fishery income was named model 2. For the independent variables the elements of effort for fish catch which include tonnage, mileage, the number of workers and working days were put in and this was identically applied to both the two models.
Primarily after implementing 'regression analysis' on individual fishery, different results were shown depending on fishery method and in the 'Scale Profit' characteristics of fishery, it was found that the offshore gill net was represented as IRS(Increasing Returns to Scale), and large trawler was represented as DRS(Diminishing Returns to Scale) and other fisheries other than these two were represented as CRS(Constant Returns to Scale).
Secondly, after analysis using Panel data the most appropriate model to produce fishery production function was 'Two-way Fixed Effect Model' and in this model the number of workers was shown to have the most significant influence on fishery income while tonnage was shown to not have any statistically significant influence on fishery income and fish catch. In addition the Scale Profit characteristics of the whole offshore and coastal fishery were presumed to be IRS.
In conclusion if the government implements the policy which controls the element of effort to fish catch the number of workers will increase and the tonnage will decrease and reduce inefficiency and lastly the fishery productivity will increase. In addition the large trawler fishery confirmed as DRS in the presumption of the individual fishery production function should be examined whether the implementation of individual policy option is necessary.
