한국과 중국의 지방자치 자율성에 대한 비교연구

Abstract

본 논문의 연구 목적은 한국 지방자치단체와 중국 지방자치단체의 자율성에 대해 여러 가지 측면을 분석하는데 있다. 서구와는 다르게 한국과 중국은 긴 시간적 중앙 집권체제를 통해서 지방 분권화체제로 변화 되었다. 하지만 한국과 중국이 서로 완전히 다른 사회체제하에서, 중앙 집권에서 지방 분권으로 바뀌어왔기 때문에 구체적인 분권화의 내용은 두 나라간 차이가 많이 존재한다. 한국의 경우는 권위주의적 중앙 집권 정치체제하에서 국민들의 민주화 요구의 결과로써 지방의회 구성과 지방자치단체장 선거를 통한 정치적 지방자치제가 실시되었다. 중국은 사회주의적 시장경제의 도입이라는 개혁·개방화 과정에서 경제적 효율성 증가의 목적으로 경제적 권한의 지방 이양이 이루어졌다. 즉 한국의 지방 분권화가 정치적 민주화의 측면에서 이루어진 것이었다면 중국의 지방 분권화는 경제적 효율성의 측면에서 이루어진 것이라고 할 수 있다. 이와 같이 두 나라 지방자치의 배경과 성격이 다르기 때문에 지방 정부의 중앙 정부에 대한 자율성의 내용에 있어서도 서로 다른 특징을 지니고 있다. 이와 같이 상이한 성격과 내용의 분권화 체제를 지니고 있는 한국과 중국의 지방자치에 대하여 지방 정부가 중앙 정부에 대하여 갖고 있는 자율성을 비교 분석하려고 한다. 즉 한국과 중국이 서로 다른 분권화 체제를 갖고 있음에 따라 중앙 정부에 대한 지방 정부의 자율성 양상이 어떻게 다르게 나타나고 있으며 어느 쪽이 더 높은 자율성을 갖고 있다고 할 수 있는가를 분석하려고 한다. 이러한 목적을 지닌 본 연구의 논의 전개는 크게 두 단계로 구성된다. 첫 단계에서는 한국과 중국 지방정부의 자율성에 대한 상세한 분석이 이루어지며 다음 단계에서는 한국과 중국 지방 정부의 자율성을 비교한다.

The aim of this paper is to investigate and analyze several aspects of autonomy in local governments of China and Korea. Different from western countries, Korea and China spent long time changing from centralization system to decentralization system. However, these two countries have totally different social system, so their processes from centralization system to decentralization system are quite different from each other. In the case of Korea, the change from authoritarian centralization system to local decentralization like municipality which includes political elections is a result of people’s democratic demands. In the case of China, in order to increase economic efficiency, economic decentralization is performed during the process of liberalization reforms in which socialist market economy has been introduced. In other words, democratization in Korean is due to political decentralization while in China, democratization is the outcome of enhancing economic efficiency. Similarly, because of the difference in local government background, Korea and China vary in autonomy to a large extent. Based on this point, a comparative analysis of autonomy of local government towards central government in Korea and China will be made. China and Korea have different system for decentralization, so I will discuss in which aspects their autonomy different from each other, and how can higher level autonomy be achieved. With the purposes stated above, this paper will be generally divided into two parts. First, detailed analysis of Korea and China’s local government autonomy will be conducted. Second, differences of local government autonomy in China and Korea will be compared.
