본 연구는 부산마을교육공동체 운영실태와 부산마을교육공동체 활성화 방안 도출을 위하여 문헌연구와 부산마을교육공동체 현장 주체들과의 심층적인 연구과정을 통해 수행되었다. 이 과정에서 마을교육공동체 현장에서 활동하고 있는 핵심적인 마을교육주체들의 현장성 있는 목소리를 담아내었으며, 부산광역시교육청 마을교육공동체컨설턴트들의 전문가적인 입장의 목소리를 담아 부산마을교육공동체 활성화 방안을 도출하였다. 도출된 주요문제들을 바탕으로 부산마을교육공동체 활성화를 위한 정책적 제언을 제시하면 다음과 같다. 첫째, 다행복교육지구 강화와 확대가 필요하다. 다행복교육지구의 강화를 위해서는 서울형혁신교육지구 사업운영 추진체계처럼 부산시, 부산시교육청, 구별자치구가 참여하는 협약식을 바탕으로 다행복교육지구 운영위원회 구성 등 추진체계가 갖추어져야 한다. 이러한 구상을 위해서는 부산교육청내 다행복교육정책 컨트롤 타워 구성이 필요하고, 다행복교육지구별 교육특별보좌관제를 도입하여 구별 다행복교육컨트롤타워 역할을 하게 하는 것이 시급하다. 마을교육공동체와 교육혁신지구에 대한 교육철학이 있는 교사를 구청으로 파견하여 교육특별보좌관으로 역할을 하게 하여 지구별 다행복교육지구사업을 하게 하면 실질적인 융합에 도움이 될 것이다. 그리고, 다행복교육지원센터가 구별 마을교육의 허브역할을 제대로 잘하는 것도 지구강화를 위해 필요하다. 이러한 추진체계를 마련하면서 전 자치구로 다행복교육지구가 확대되는 것이 필요하다. 둘째, 거점형 운영센터 역할을 하는 중간지원조직이 필요하다. 다행복교육지원센터가 허브형지원센터 역할을 하고 있지만 관역할이 높은 중간지원 중심으로 가고, 민간주도의 교육실천을 하며 거점형 운영센터 역할을 하는 자발적인 지역의 교육역량을 전담할 센터 기능의 중간지원조직이 필요하다. 거점형 운영센터는 민간주도 교육실천으로 가는 사례가 있다. 서울노원구 공릉청소년문화정보센터, 경기도화성 이음터운영센터와 시흥행복교육지원센터가 있다. 부산도 2020년 5월 20일 전부 개정된 부산마을교육공동체 활성화 지원에 관한 조례에 의하면 교육감은 마을교육공동체 활성화 사업을 전문적이고 효율적으로 관리하기 위하여 마을교육공동체지원센터의 사무를 법인 또는 단체 등에 위탁 할 수 있고 필요경비의 전부 또는 일부를 예산의 범위에서 지원할 수 있다고 하였다. 마을교육공동체지원센터가 거점형 운영센터 역할을 할 수 있을 것이다. 거점형 운영센터는 지역특성에 따라 마을교육활동과 프로그램을 기획하고 운영하여 민의 실천을 돕고 촉진하는 역할을 할 수 있을 것이다. 셋째, 마을교육공동체의 자생력 키우기가 필요하다. 마을교육공동체 활동의 지속가능성을 위해서는 핵심주체들의 역량강화와 경제적 자립을 통해 자생력을 키울 수 있는 구조를 만들어야 한다. 부산의 경우 마을교육활동가란 이름으로 3년차 공모사업에 참여하면서 교육과 다양한 실천활동으로 역량강화에 도움이 되었지만 경제적 자립의 측면에서는 어려움이 많다는 것을 인터뷰과정에서 확인하였다. 진정한 자생력이란 주체들의 역량강화와 실질적인 경제적 자립이 되어 마을차원에서 스스로 움직일 수 있는 힘을 갖는 것이다. 주체들의 역량강화는 마을활동에 대한 철학과 비전을 농치지 않고 공부하고 성찰하는 속에서 강화가 될것이지만, 경제적인 자립에 대한 고민은 많은 공동체의 공통적인 고민이었다. 이에 대한 대책이 필요하다. 마지막으로 구별마을교육공동체 조례제정을 통해 마을교육공동체 지원의 근거를 만들어가는 것도 자생력을 키워가는 과정에 중요한 부분이 될 것이다. 넷째, 민·관·학의 실질적인 협력 시스템을 만드는 것이 필요하다. 마을교육의 가치와 필요에 대한 공감대 형성이 전제되었을 때 실질적 변화를 이끌어내는 토대가 마련된다. 각 주체 간 담론을 만들어가는 공론의 장과 협력을 위한 적극적인 모색이 필요하다. 대체로 다행복교육지원센터를 통해 민·관·학 거버넌스가 이루어지고 있는데 실질적인 지구별, 권역별 협의회가 되는 것이 중요하다. 민주적인 의사결정기구로서 역할을 하여야 지역의 교육력을 향상시킬 수 있을 것이다. 그 속에서 마을의 인적, 물적, 사회적 자원 조사 및 연계를 위한 플랫폼을 만드는 것이 필요하고 지역교육현안조사를 위한 공론의 장이 필요하다. 이러한 활동이 지역사회에서 힘 있게 진행이 되려면 혁신교육이 학교를 넘어 지역교육혁신으로 나아가 교육주민자치와 만날 수 있어야 한다. 지금까지의 부산마을교육공동체 운영실태 연구가 부산의 마을교육공동체 정책수립과 마을교육공동체를 시작하려는 신생단체들에게 조금이나마 도움이 되었으면 한다. 그리고 부산마을교육공동체 활성화에 도움이 되기를 기대한다.

A Study on the Current Situation of Busan Village Educational Community Operation

Abstract

This research has been conducted through the literature reviews and the profound research processes with the subjects of the Busan Village Education Community to draw a conclusion of the methods of the activities and the operating conditions for Busan Village Education Community. In these processes, They have severed the vocies of the field with the core of the village key players who have done the activities, They have also drown a conclusion the activation plans of Busan Village Education Community contained in the voices of experts with Village Education Community Consultant at the Busan Metropolitan Office of Education. Based on the conducted the main problems, I would suggest the policy suggestions to boost The Busan Village Education Community:

First of all, It needs to be reanforcement and expension in the Innovation Education District For doing that, It must be equipped with the propulsion system containing the organization included in the Steering Committee of Innovation Education District based on the agreement formula which the city of Buans, Busan Metropolitan City Office of Education and Distinguished Autonomous Region would participate in Like the business operation system of the Seoul Innovation Education District. For this idea, It needs to be composed of the control tower of Innovation Education Policy within Busan Office of Education, It is very important to be urgent role of cotrol tower with it through the Special Assistant for Education by Innovation Education District. It will also be helpful to be a real fusion, If they shoul do the Innovation Education District project by district through the Special Assistant for Education to bee sent the district offices who are teachers having the educational philosophy about the Village Education Community and Education Innovation District. And, It needs to do well with the role of the herb of village education in the Fortunately Support Center for Education Innovation, preparing the this system, It has to be expended in the whole the districts.

Secondly, It must be a Interim Support Organization to be a rule of a Base-type Operations. Even though the Fortunately Support Center for Education Innovation plays a role of the Hub-type Support Center, It should be moved into the Intermediate Support Center being the high official role, It shuld be a Interim Support Organization of the being the role of heart of the center which should be a in charge of the ability of education in the voluntary regions, and it must also be a Base-type Operations which are in the course of private-led education. Let's take examples to lead the Base-type Operations into the practicing private-led education. There are some centers; Gongneung Youth Cultural Information Center, Nowon-gu, Seoul, Gyeonggi; Do Hwaseong Joint Operation Center and Siheung Happiness Education Support Center. The city of Busan has a example entirely revised on the 20th of May, in 2020. According to the Act of city council, It includes the activation support of Busan Village Education Community. Superintendent of education said that the office of educatin can confide office of the Community Support Center for Village Education to a corporation or organization to take care of a project to revitalize the village education community professionally and efficiently and that it can support all or part of the necessary expenses within a budget. The Village Education Community Support Center can play a rule of Base-type Operations. The hub-type operation center will be able to play a role to plan the program and the village education activity, to help and promote the practice of the people, according to local characteristics.

Thirdly, It is necessary for village education community to nurture the ability to propagate in it area. For the sustainability of village education community activities, We should make the self-sustaining structures through the capacity building and economic independence of key players. In the case of Busan, It has been helful to develop the local capacity with education and various practical activities, participating in a third-year public offering project in the name of a village education activist. But I have checked that there have been many difficulties in terms of economic independence. True self-sustaining power is to have the power to move into its village at the village level by strengthening the capacity of the main agents and becoming practical economic independence. The empowerment of the main players can be reinforced in the midst of studying and reflecting on philosophy and vision without playing on them on village activities, It has been problems for many communities to heve in common on economic independence. We need to take measures against this. Finally, it can be a important part to make a basis of support at the Village Education Community through the Enactment of the Ordinance of the Distinguished Village Education Community for the process of its empowermental development

Fourthly, It is necessary for civil, public, and academic to make a practical cooperative system. A foundation will be laid for real change When forming a consensus on the value and needs of village education is premised. It is necessary for us to actively seek cooperation and the forum for public discussion that creates discourse between the parties. In general, public, private and academic governance is being carried out through the Fortunately Welfare Education Support Center, It is important to be a practical council by region and region. Only by playing a role as a democratic decision-making body can the educational power of the region be improved. It is necessary to create a platform for the investigation and connection of human, physical and social resources in the village. In order for these activities to be carried out vigorously in the local community, Innovative education should go beyond schools to local education innovation and meet with education residents' autonomy. Up to now, The Operational Status Study of Busan Village Education Community can help a little to start-ups who are going to start the establishment of the village education community policy and the village education community in Busan. And, I would expect my studies to be helpful for revitalizing the Busan village education community.
