Abstract

The purposes of this study are to increase local public officials' awareness of gender equality and to suggest guidelines for learning about gender equality education in the public sector. There are a lot of education and training programs on gender equality, gender sensitivity and gender roles in Korean central and local governments. So, a lot of information has been provided to employees and central and local public officials. However, this information has not had a major effect on increasing the gender equality awareness of public officials.

To acquire proper data, I used a structural model to test the three hypotheses. The three hypotheses are the current status of gender equality awareness of local public officials', sexual differences between each of the sexes of local public officials, and influences of background variables

The results of this study are as follow:

First, the local public officials' general level of gender equality awareness is high. Public officials' has a long history of education on gender equality. So, the majority of local public officials have some awareness and knowledge on gender issues such as sexual harassment, sexual discrimination and promotion inequality.

Second, younger public officials were more sensitive to gender equality than older public officials, and women officials have more awareness about gender discrimination than men. This result comes from traditional job culture in public sectors such as local governments, public companies, and public offices.

Third, the majority of think programs for more programs for increasing gender equality sensitivity and awareness are needed in order to advance the public sectors knowledge on equality. Furthermore more funds and human resources should be invested into these programs.

Therefore, this study recommends that the central government, such as the ministry of public security and administration, should make more of an effect to provide more learning programs, promotion programs and training programs on gender equality issues.
