요양병원 및 노인요양시설 실태조사를 통한 피난안전 개선방안에 관한 연구

Abstract

Long-term care hospitals & sanatorium for older persons are facilities for long-term care and treatment such as senile diseases and dementia.Therefore, the elderly and patients with senile diseases, which are inconvenient to move and need help from others during evacuation, are mainly hospitalized. This means that there is a high risk of major human injury during a fire. However, studies to improve evacuation safety of Long-term care hospitals & sanatorium for older persons are insufficient. Therefore, in this study, fire risk analysis was conducted through analysis of legal and institutional standards and field survey for long-term care hospitals & sanatorium for older persons. Afterwards, a survey (analysis of the general condition of the facility, analysis of evacuation conditions and resident/operating manpower, and questionnaire for facility personnel) was conducted on 16 long-term care hospitals & sanatorium for older persons located in Busan to investigate the problem. Based on the results of the survey, seven measures to improve the laws and systems and five measures to improve operation and management were suggested to secure evacuation safety. The legislative and institutional improvement measures include 1) reinforcement of regulations on the number of floors in the inpatient room, 2) reinforcement of standards for installation of firefighting facilities, 3) reinforcement of standards for installation of evacuation facilities and slopes, 4) reinforcement of standards for on-the-job and night duty personnel, 5) reflection of the evaluation system of excellent fire-fighting objects, 6) Linking the certification evaluation system with the fire department, and 7) Strengthening the evaluation standards for the elderly nursing facility evaluation system linked with the fire department. In addition, the improvement measures in operation and management include: 1) manufacturing manuals for firefighting facilities, 2) strengthening fire safety training and firefighting training, 3) including targets for firefighting precision inspections at nursing homes and elderly care facilities, 4) Preparation and application of a firefighting facility inspection checklist, 5) the initial organization of fire fighting power is expanded in fire
