대학의 기술사업화 성과 결정 요인 분석

Abstract

This study analyzes the factors that determinants of technology commercialization performance in Universities. Along with major countries around the world, Korea is also continuously expanding investment in R&D, and universities are emphasizing their role as technology commercialization agents that can create future growth engines such as technology development and human resource developmenet. However, the difference in technology commercialization capabilities of each university is deepening. The government implemented a university technology commercialization support project to solve this problem, but the fundamental problem was not solved, and it did not affect the growth of the capabilities related to the technology commercialization performance in Universities. Accordingly, it is necessary to fundamentally solve the capacity building related to the technology commercialization performance in Universities. In this study, the determinants of technology commercialization performance were composed of human resource factors and financial resource factors, knowledge and technology dimension factors, and management resource and strategy factors. The impact of determinants of technology commercialization performance in universities was analyzed using panel data for seven years from 2014 to 2020. The analysis results are as follows. First, the number of full-time university professor has a positive effect on the technology commercialization performance. Second, suburban research expenses have a positive effect on the technology commercialization performance. Third, suburban research expenses have a stronger influence on technology commercialization performance than in-school research expenses. Fourth, the personnel dedicated to technology transfer and commercialization have a positive effect on the technology commercialization performance. Fifth, the size of co-utilized equipment has a positive effect on the technology commercialization performance. Compared with the analysis results of this study and the results of previous studies, it was confirmed that suburban research expenses had a greater influence on technology commercialization performance than in-school research expenses. In addition, unlike the latitudinal analysis, the time series analysis confirmed that the impact of the size of co-utilized equipment on the technology commercialization performance gradually increased. Based on this, it was suggested that each university should consider for creating technology commercialization performance according to the situation of each university to solve fundamental problems rather than immediate changes.

본 연구는 대학의 기술사업화 성과를 결정하는 요인을 분석하고 있다. 세계 주요국과 더불어 우리나라도 연구개발 투자를 지속적으로 확대함에 따라 과학기술이 발달하고 지식기반경제로 패러다임이 변화하였으며, 대학은 기술과 인력양성 등의 미래성장동력을 창출할 수 있는 기술사업화 주체로서의 역할이 강조되고 있다. 다만, 각 대학의 기술사업화 역량의 차이는 심화되고 있고, 정부에서는 이러한 문제를 해결하고자 대학 기술사업화 지원 사업을 실시하였으나 근본적인 문제는 해결되지 않아 대학 기술사업화 성과와 관련된 보유 역량의 성장에는 영향을 미치지않았다. 이에 따라 대학 기술사업화 성과 창출과 관련된 역량 강화의 근본적인 해결이 필요하다. 본 연구에서 기술사업화 성과에 영향을 미치는 요인은 인적자원 요인 및 재정자원 요인, 지식·기술차원 요인, 관리 자원·전략 요인으로 구성하였다. 이와 같이 구성된 요인이 대학의 기술사업화 성과인 기술료에 미치는 영향에 대해 2014년부터 2020년까지 7개년도의 패널데이터를 활용하여 분석하였다. 분석 결과 다음과 같은 사실을 발견하였다. 첫째, 대학 전임교원의 수는 기술사업화 성과에 정(+)의 영항을 미친다. 둘째, 교외연구비는 기술사업화 성과에 정(+)의 영항을 미친다. 셋째, 교외연구비는 교내연구비보다 기술사업화 성과에 강한 영향력을 미친다. 넷째, 기술이전·사업화 전담 인력은 기술사업화 성과에 정(+)의 영항을 미친다. 다섯째, 공동활용 장비 규모는 기술사업화 성과에 정(+)의 영항을 미친다. 본 연구의 분석결과와 선행 연구 결과와 비교했을 때, 교외연구비가 교내 연구비보다 기술사업화 성과에 대한 영향력이 크다는 것을 알게 되었으며, 횡적 분석과 달리 종적 분석에서 공동활용 장비 규모가 기술사업화 성과에 미치는 영향이 점차 증가하고 있음을 알게 되었다. 이를 바탕으로 대학의 기술사업화 성과 창출을 위해 각 대학에서 즉각적인 변화가 아닌 근본적인 문제 해결을 위해 대학별 상황에 따라 기술사업화 성과 창출을 위해 고려해야 할 것에 대해 건의하였다.
