Abstract
Sports activities have developed not only as hobbies and leisure activities, but also as social and business means.
As the number of sports facilities and users increases significantly, accidents related to sports facilities are also increasing, and various types of accidents are also occurring. 2014 was the year of two major domestic events. On February 17, 2014, the Mauna Resort Gymnasium in Gyeongju collapsed, and on April 16, 2014, the Ferry Sewol sank.
This incident awakened the general public's perception of 'safety' throughout society. In particular, the collapse of the Mauna Resort Gymnasium in Gyeongju was a negative view on the safety management of domestic sports facilities, so the public's resentment against the government was high.
In the end, the Ministry of Culture, Sports and Tourism, a government agency, promoted the revision and implementation of the Act on the Installation and Use of Sports Facilities for the Safety Management of Sports Facilities, and made it mandatory to establish and implement a basic safety management plan.
Despite these efforts, however, fire accidents at sports facilities continue to occur.
In particular, safety accidents at indoor sports facilities have the largest number of casualties, and the spread of damage is large when accidents occur in indoor spaces.
A typical example is the 2017 Jecheon Sports Center fire accident. At the time of the accident, it was revealed that initial responses such as the operability of fire extinguishing facilities, evacuation measures, and extinguishing processes were major problems. Compared to the past, leisure activities have increased, sports events have diversified, and various accidents related to sports facilities such as fires, collapses, and natural disasters have occurred, leading to a serious trend of safety accidents in indoor sports facilities. In addition, it is pointed out that safety management is insufficient as public demand increases. In addition, limitations in safety management are being revealed amid the increasing number of new sports facilities using indoor virtual experiences. Professional safety management and effective improvement measures are needed to ensure safety by analyzing the root causes of accidents where fire accidents continue every year.
