지역 중소기업 발전을 위한 지원정책 우선순위 분석

Abstract

In a changing environment such as the weakening of the growth leadership of large companies and the advent of the 4th industrial revolution, the importance of small and medium-sized enterprises(SMEs) playing a key role in domestic economic growth is increasing day by day. Accordingly, the government and local governments are carrying out various support projects for SMEs, but there are not many effective support measures. As a result of the review of previous studies, there were many previous studies on the subject of performance evaluation, status analysis, and efficiency improvement for domestic support policies for SMEs, but it was difficult to find a study on the priority of support policies considering the industrial structure or characteristics of the region. Therefore, this study aimed to establish an effective support strategies suitable for the company’s situation by identifying the policy priorities required by companies, and conducted an empirical analysis using the AHP technique for machinery SMEs and auto parts SMEs in traditional main industries, and bio-medical(medical device) SMEs in new industries, located in Gimhae-Si, Gyeongsangnamdo. As a result of analyzing priority of support policies for SMEs, financial support had the highest weight in all of the machinery, auto parts, and biomedical groups. Facility and working capital loans, which are sub-items of financial support, took first place in all three groups, and credit guarantee support took second place in the bio-medical and auto parts industries. This confirmed that SMEs need financial support the most because it is difficult for SMEs to raise capital compared to large enterprises. Following financial support, it was found that the importance was high in the order of technology development support policies and market support policies. The difference of this study is that the policy priorities were derived for the major and new industrial enterprises in consideration of the regional industrial characteristics. It is believed that it can be a judgment material for establishing effective support policies in a complex situations where the central industries and strategic industries to be fostered are different for each region.

대기업의 성장주도력 약화 및 4차 산업혁명 도래 등 변화하는 환경 속에서, 국내 경제성장에서 핵심적인 역할을 수행하고 있는 중소기업의 중요성은 나날이 커지고 있다. 이에 정부와 지자체에서 중소기업에 대한 다양한 지원 사업을 수행하고 있지만 실효성을 거두는 지원책은 많지 않다. 선행연구 검토 결과, 국내 중소기업 지원 정책에 대한 성과 평가나 현황 분석, 효율성 제고 등을 주제로 한 선행 연구들은 다수였으나 지역의 산업구조나 특성을 고려한 지원 정책 우선순위 분석 연구는 찾아보기 어려웠다. 이에 본 연구에서는 기업에서 필요로 하는 정책 우선순위를 파악하여 기업 실정에 맞는 효과적인 지원 전략을 수립할 수 있도록, 경남 김해시 중소기업 중에서 기존 주력 산업인 기계, 자동차부품 및 신산업인 의생명(의료기기) 기업체 대상으로 AHP 기법을 이용한 실증 분석을 진행하였다. 중소기업 지원 정책 우선순위를 분석한 결과, 기계, 자동차부품, 의생명 그룹 모두에서 금융 지원이 가중치가 가장 높았다. 3개 그룹에서 모두 금융 지원 하위항목인 시설 및 운전자금 대출이 1순위를 차지했고, 의생명 및 자동차부품 산업에서는 신용보증 지원이 2순위를 차지해, 중소기업은 대기업에 비해 자본조달이 어렵기 때문에 중소기업에게는 금융 지원이 가장 필요하다는 것이 확인되었다. 금융 지원 다음으로는 기술개발 지원 정책, 판로 지원 정책 순으로 중요도가 높은 것으로 나타났다. 지역의 산업 특성을 고려하여 주력산업과 신산업 기업체를 대상으로 정책 우선순위를 도출하였다는 점이 본 연구의 차별점이며, 지역마다 중심 산업 및 육성해야 할 전략 산업 등이 상이한 복합적인 상황에서 효과적인 지원 정책 수립을 위한 판단자료가 될 수 있을 것으로 사료된다.
