- Abstract
- There are various causes for the decrease in fishery resources, but the biggest cause is overfishing, and fisheries subsidies such as duty-free fuel are attracting attention as a factor that causes overfishing. In particular, in the case of trawlers, which are capital-based fisheries, fishing costs are high, but it is highly dependent on duty-free fuel, which is highly likely to cause overfishing. Accordingly, the international community, such as the WTO, has continued to exert pressure on fisheries subsidies that cause overfishing to realize sustainable fisheries.
Considering the economic, resource, and environmental aspects, the standard amount of duty-free fuel supply for trawlers, which causes overfishing and environmental destruction, is reset to prevent duty-free fuel for fishing from being classified as prohibited fisheries subsidies. This study aims to promote the recovery of fishery resources in fisheries in Korea by reducing fishing efforts.
As a result of the analysis, it was estimated that in order not to be classified as fisheries subsidies for which duty-free fuel is banned, a reduction in the supply of duty-free fuel by about 20.30% from the current level was expected. It was found that the opportunity cost for taxes would decrease by KRW 21.8 billion, and it was estimated that the cost of GHG emissions would decrease by KRW 3.1 billion. When calculating the resource-based duty-free fuel supply standard, it is expected to improve the competitiveness of fisheries by improving the efficient structure along with the recovery of fisheries resources in Korea.
