Abstract

In the case of firefighting, serious industrial accidents and serious civil disasters intended to be prevented by the Serious Disaster Punishment Act are disasters caused by defects in specific raw materials or design, manufacturing, installation, and management of public facilities or means of public transportation. This includes fires in multi-use facilities. Despite the fact that they are all directly related to each other, the field of firefighting has been thoroughly neglected in the perception survey of the Act on the Punishment of Serious Disasters. In particular, in the case of the firefighting facility construction project, compared to the general construction industry, despite having the same risk of working at a construction site with the highest risk of serious industrial accidents, the scale is poor, so investment in safety and health activities is insufficient. Although the probability of occurrence of serious industrial accidents is very high, there is currently no survey on the perception of firefighting facility construction workers related to the Act on the Punishment of Serious Accidents. In the case of public-use facilities (multi-use facilities, etc.), which are specified as the scope of occurrence of serious civil accidents in the Act on the Punishment of Serious Disasters, fire safety managers are currently performing fire safety tasks, but fire safety managers lack awareness of the Act on the Punishment of Serious Disasters. Or, there is a concern about the overload of the fire safety manager's work. In this paper, as a basic study to improve the limitations of these existing studies, we intend to investigate the perception of the Act on the Punishment of Serious Accidents for firefighting workers, and to propose an improvement plan for the Act on the Punishment of Serious Accidents based on the analysis of the results of the perception survey. To this end, a survey was conducted on firefighting facility construction workers and fire safety managers, and based on the analysis of the results of the survey, suggestions for improvement of the Act on the Punishment of Serious Accidents were presented.
