Components of Regional Innovation System and Performance of High-tech Sector
- Abstract
- Regional innovation environment (RIE) and high-tech innovation activities are
widely recognized as the basic components that make up the regional innovation systems
(RIS). They together help regional firms successfully execute the innovation systems by
enabling them to effectively exploit internal and external knowledge. With the continuous
progress of technology, China's innovation level has gradually improved, but the regional
gap remains large. As previous studies mainly focused on the net impact of one or more
certain innovation elements on innovation, research on the joint impact of regional
innovation factors on regional innovation capacity (RIC) is still insufficient. In addition, insufficient academic inquiry has been conducted on the innovation performance of
private high-tech industries at the regional level. which are industries with relatively weak
government support for technology and better reflect the efficiency of the spontaneous
allocation of resources in the market economy. To fill this gap in the literature and facilitate their activities, this study takes private
high-tech sectors as the research object and explores the joint impact of their innovation
activities and RIE on regional innovation performance from the perspective of allocation. Based on the theory of the RIS, this paper divides innovation performance into two
dimensions: innovation knowledge performance and innovation economic performance, and proposes the realization process model of regional innovation performance. Using the
statistical data of province-level innovation systems in China, this study adopts a fuzzy set
qualitative comparative analysis (fsQCA) to explore which combination of innovation
elements can achieve high regional innovation performance and compare the difference
between the perspective of innovative knowledge performance and innovative economic
performance. After conducting a configurational analysis of the causal relationships between the
RIS and the RIC of 31 provinces in China, our findings indicated that none of the 9
innovative elements selected to constitute the RIS act as a singular necessary condition to
solely promote or inhibit the innovation performance of private high-tech sectors. We also
examined the dynamic changes in the RIC gap between different provinces in China and
found that the RIC gap has steadily decreased from 2018 to 2021, tending to converge, but still higher than the lowest level in 2012. Additionally, we identified five
configurations that promote technological innovation knowledge performance and five
configurations that promote regional innovation economic performance, with the
corresponding core and non-core driving factors and sample provinces. To provide a
comprehensive analysis of the research results from both positive and negative aspects, and further reveal the reasons for the lagging innovation performance in certain regions, our study also presents seven configurations that inhibit technological innovation
knowledge performance and six configurations that inhibit technological innovation
economic performance. The results of the study can help regional policymakers to determine the most
appropriate path to achieve high innovation performance according to the existing
innovation elements in the regions. Furthermore, this study will be a basis for building a
systematic support system that aids experts, investors, policy makers, etc in carrying out

동은 지역혁신시스템(Regional innovation systems, RIS)의 기본적인 구성요소로
인식되며, 지역이 혁신 성과를 창출하는데 중요한 역할을 한다. 이러한 지역혁
신 시스템에 대한 논의는 지식의 지역화(Localization of Knowledge) 관점에서 지
리적 규모가 크고 지역 간 혁신 성과 격차(Gap)이 큰 국가에서 더욱 중요하다. 그럼에도 불구하고, 지역 혁신환경과 지역 기업의 혁신 활동의 관점에서 지역
혁신시스템 구성과 지역 혁신 성과 간 관계에 대한 논의는 제한적이다. 이에
따라 본 연구에서는 중국의 31 개 성·시·자치구 수준에서 지역혁신시스템 구성
과 지역 하이테크 산업의 혁신 성과 간 관계를 fsQCA(fuzzy set Qualitative
Comparative Analysis) 방법을 활용하여 고찰하였다. 특히 지역혁신시스템의 구
성요소를 크게 (1) 지역혁신 환경과 (2) 하이테크 분야의 혁신 활동으로 구분
하고, 그 하위에 각각 4 개와 5 개의 세부요소를 설정하였다. 더불어 하이테크
산업의 혁신 성과는 기술적 성과(특허)와 경제적 성과(신제품 매출)로 상정하
였다. 연구결과 하이테크 산업의 기술적 성과를 견인하는 2 가지 구성(HRP 1, HRP 2)과 경제적 성과를 견인하는 2 가지 구성(HRN 1, HRN2)을 확인하였다. 동
시에 하이테크 산업의 기술적 성과를 저해하는 4 가지 구성(LRP 1, LRP 2, LRP 3, LRP 4)과 경제적 성과를 저해하는 3 가지 구성(LRN1, LRN2, LRN3)도 관찰하였
다. 더불어 본 연구는 2001 년~2021 년 중국의 지역 간 혁신 성과 격차가 2012
년을 기점으로 축소에서 확대로 전환된 사실도 확인하였다. 본 연구는 지역혁
신시스템 구성의 관점에서 하이테크 산업의 혁신 성과 결정 요인을 제시하였
다는 점에서 지역혁신시스템 이론의 발전에 기여할 것으로 기대된다. 특히 중
국 31 개 성·시·자치구 전 지역에 대한 연구라는 점에서 연구결과의 일반화를
기대할 수 있다. 또한 실무적으로 본 연구는 지역 정책 결정자들이 지역 내
존재하는 혁신 요소에 따라 고혁신 성과를 달성하기 위한 가장 적절한 방향을
결정하는 데 도움을 줄 수 있습니다. 또한, 이 연구는 정량적 특성을 가지고
있어 전문가, 투자자, 정책 결정자 등이 지역 계획 활동을 수행하는 데 도움이
