유학생 현황 비교를 통해 본 한국과 중국의 유학 정책 연구
- Abstract
- The number of foreign students from both South Korea and China is increasing in recent years. South Korea and China hold the most of international students of each other, and it is the time for a qualitative change. This paper aims to promote the development of education projects for accepting foreign students from both South Korea and China by referring to effective experience of South Korea's policies and measures about accepting foreign students. A series of policies proposed by the two governments were the main factors behind the rapid growth of the project to accept foreign students from both Korea and China. However, the policy of China is far behind perfect compared to South Korea and needs to improve the policy of accepting foreign students. This paper discusses South Korea's policy of accepting foreign students as negative examples and suggests the direction of improvement accordingly. Therefore, the focus of this paper is the acceptance policy of foreign students maintained by South Korea and the implications it can give to the Chinese Education.
Based on the South Korean and Chinese governments' policy of accepting foreign students step by step adopting literature research, case analysis, and comparative research methods, this paper analyzes the changes and characteristics of the South Korean and Chinese governments' policies. The author compared and analyzed Pukyong National University in Busan and Shanghai Normal University in Shanghai, China, and analyzed specific measures such as promoting student recruitment and supporting education and employment from a microscopic perspective, through which, it is expected to be of great help to the development of education projects for foreign students in South Korea and China by summarizing the advantages and disadvantages of the South Korean and Chinese universities' policies and comparing the differences in management and support for foreign students.
This study is divided into five chapters. Chapter 1 mainly introduces the research background, research significance, research status of foreign students acceptance policies in South Korea and China, and research methods. Chapter 2 mainly introduces the theory of the motivation for internationalization of higher education as a theoretical basis. Chapter 3 analyzes the opportunity to attract South Korean students from abroad through research on the improvement and change of the support policy of the South Korean Ministry of Education over the past 14 years. Chapter 4 examines and analyzes the status nowadays, strengths and weaknesses of South Korea's policy to attract foreign students from universities, governments, and societies in Busan. Chapter 5 analyzes the recent 37-year policy change of the Chinese government's policy to accept foreign students and presents enlightenment for Chinese government polices on foreign students based on the experience of universities in Busan, Korea.
