Abstract

This study analyzed the public's perception and needs of infant policy, focusing on 992 complaints rlated to low fertility posted on the online petition bulletin board, e-people, from 2006 to 2022. Since the population is a basic unit of social composition, the continuation of the low fertility negatively affects the existence of the country by causing a decrease in the production population, a slowdown in economic growth, and an aging population. As a countermeasure, the government has implemented a basic plan for a low fertility and aging society since 2006, and is paying attention to policies related to infants and toddlers. Therefore, this study aims to analyze the public's perception of infant-related policies by collecting complaints related to low fertility and selecting only posts related to infant policies. In addition, we want to understand the implications compared to the government's policy implementation period. The results of the CONCOR analysis are as follows. First, the government should actively promote its policies on childbirth and rearing to all citizens. Second, it is necessary to understand men's perceptions of marriage and childbirth and the social burden. Third, measures are needed for various types of family groups, such as foreign pregnant women's families, disabled infants' families, and single-parent infants' families. Fourth, we need to actively expand medical services and psychological support for elderly pregnant women and infertile women. Fifth, policies aimed at improving social awareness are needed for multi-child families. Sixth, efforts are needed to resolve the needs and conflicts of infant care personnel.
