라틴아메리카 사회적연대경제의 유형화와 특성

Abstract

본 논문은 사회적연대경제가 국제 사회의 정치, 경제, 사회에서 대안으로 논의되는 많은 연구 중 하나로 사회적연대경제의 지속적인 성장과 확장의 과정을 라틴아메리카 사례를 통 해 분석해 보고자 하였다. 라틴아메리카 사례는 유럽과 더불어 사회적연대경제의 이론과 실천, 그리고 제도화와 관련하여 연구되었고, 라틴아메리카 사회적연대경제의 다양한 역사 적 배경이 이 지역 사회적연대경제의 특수성을 낳았다. 그리고 20세기 이후 여러 국가에서 진행되고 있는 사회적연대경제의 제도화는 국가마다 다른 배경과 과정을 거치면서 조금씩 상이한 형태를 가지게 되었다. 이에 본 논문은 라틴아메리카 사회적연대경제의 특수성을 유형으로 분류하는 것을 목적으로 하였으며, 라틴아메리카 사회적연대경제의 발생 배경으 로 사회 운동론을 제시하였다. 이는 라틴아메리카 사회적연대경제 문화적 배경으로 노동자, 원주민, 도시 및 농촌 빈민을 포함한 풀뿌리 집단이 주요 행위자로서 개인과 사회의 문제 를 스스로 해결하고자 하는 자발성과 사회에 대한 비판적 관점을 주요 요소로 하였다. 이 에 정치적 차원에서 영향력을 가지게 된 라틴아메리카 사회적연대경제가 어떤 방식과 과정 을 통해 제도화되었는지 분석하였다. 또한 지금의 사회적연대경제의 사회적 위상과 운영 방식이 지속가능성의 논의를 불러올 수 있는지를 검토하였다. 본 연구는 일반화된 개념적 연구와 각국의 특성 조사 차원을 넘어 라틴아메리카 권역에서 공통성과 특수성을 가진 사 회적연대경제에 대한 포괄적인 이해를 제공하는 것을 목표로 한다. 이러한 연구 목적을 위 해 이 논문은 세 가지로 유형을 분류하였다. 첫 번째 유형은 국가 개입 강도에 따른 유형 분류로 강한 국가 개입과 느슨한 국가 개입으로 분류하였다. 두 번째 유형은 사회적연대경제와 자본주의 시장 경제와의 연관성을 중심으로 한 분류로 독립 시장론, 시장 보완론, 시장 대체론의 주장을 토대로 분류하였다. 세 번째 유 형은 사회적연대경제를 구성하고 있는 사회운동의 두 가지 성격인 사회경제 운동과 사회연 대 운동의 맥락에 따라 유형을 분류했다. 본 논문에서 제시하고 있는 라틴아메리카 사회적 연대경제 유형 분류는 국가가 사회적연대경제의 필요에 의해 개입하게 되었을 때, 사회적 연대경제가 국가별 특성에 따라 다른 형태를 가질 수 있다는 점을 전제하였다. 또한 각 국 가의 성격이 사회적연대경제 제도화와 역할에 긍정적으로 작용하였을 것이라 생각하는 동 시에 사회적연대경제의 본질과 가치를 훼손할 수 있다는 비판적 시각도 검토하였다. 그리 고 본 논문을 통해 필자는 라틴아메리카 사회적연대경제 연구가 라틴아메리카 사회와 문화 를 연구하는 새로운 관점으로 제시되기를 바란다.|This paper is one of many studies in which the social solidarity economy is discussed as an alternative in the politics, economy, and society of the international community, and attempted to analyze through the Latin American case a series of processes in which it has expanded and grown with persistence. The Latin American case, along with Europe, was studied in relation to the theory, practice, and institutionalization of the social solidarity economy. However, various historical backgrounds of the Latin American social solidarity economy gave rise to the peculiarity of the social solidarity economy in this region. And the institutionalization of the social solidarity economy,which has been progressing in various countries since the 20th century, has taken on a slightly different form over different backgrounds and processes from country to country. Therefore, this paper aims to classify the specificity of the Latin American social solidarity economy into types, and presents the theory of social movement as the background of the Latin American social solidarity economy. This cultural background of Latin America's social solidarity economy saw the spontaneity of grassroots, including workers, indigenous people, urban and rural poor, to solve problems by themselves as major actors and their main factors. Accordingly, we analyzed the method and process through which the Latin American social solidarity economy, which became influential at the political level, was institutionalized. In addition, it was discussed whether the current social status and operation method of the social solidarity economy can lead to a discussion of sustainability. This study aims to provide a comprehensive understanding of the social solidarity economy that is common and specific in Latin America beyond generalized conceptual research and investigation of the characteristics of each country. For the purpose of this study, this paper classified three types. The first type was classified into strong state intervention and loose state intervention in a type classification according to the intensity of state intervention. The second type was classified based on the arguments of independent market theory, market supplementation theory, and market substitution theory, and was classified based on the relationship between social solidarity economy and capitalist market economy.The third type was classified according to the context of the socio-economic movement and the social solidarity movement, which are the two characteristics of the social movements that make up the social solidarity economy. The classification of Latin American social solidarity economy types presented in this paper presupposes that when the state is interested in the social role of the social solidarity economy and intervenes, the social solidarity economy can have different forms depending on the characteristics of each country. Additionally, we considered that each country's character would have played a significant role in the institutionalization and role of the social solidarity economy, and at the same time reviewed the critical view that it could undermine the nature and value of the social solidarity economy. And through this paper, I hope that the study of Latin American social solidarity economy will be presented as a new perspective on Latin American society and culture.
