Comparative Analysis of Hydrogen Energy Development in Russia and South Korea in the Context of Decarbonization
- Abstract
- 본 논문은 글로벌 탈탄소화 맥락에서 러시아와 한국의 수소에너지 발전 현황을 비교 분석하는 데 목적이 있다. 연구를 통해 두 국가가 수소 기술 도입과 관련하 여 가진 공통점과 차이점, 강점과 약점, 그리고 향후 전망과 과제를 명확히 하고 자 하였다. 저자는 현재 활용되고 있는 수소 생산 기술(그린수소, 블루수소, 그레 이수소)을 상세히 검토하고, 양국의 국가 전략을 SWOT 분석을 통해 비교하였으 며, 수소 에너지 분야에서의 정부 지원 메커니즘과 국제 협력 현황을 분석하였다. 연구 결과, 한국은 명확한 국가 목표와 수소 시장의 인프라가 잘 구축되어 있으나, 러시아는 풍부한 천연자원과 기술적 잠재력을 가지고 있지만 인프라 및 제도적 제약 요인이 존재함을 확인하였다. 본 논문의 제언은 양국이 각자 가진 잠재력을 효과적으로 활용하여 탈탄소화 목표를 실현하는 데 기여할 것이다.

The study aims to identify the commonalities and differences, strengths and weaknesses, as well as the prospects and challenges faced by these two countries in implementing hydrogen technologies. The author provides a detailed review of current hydrogen production technologies (green, blue, and grey hydrogen), performs a comparative SWOT analysis of the national strategies of both countries, and evaluates governmental support mechanisms and international cooperation in the field of hydrogen energy. The research findings indicate that South Korea possesses clearly defined objectives and a more developed hydrogen market infrastructure, whereas Russia has considerable natural and technological resources but encounters significant infrastructural and institutional constraints. The presented recommendations aim to optimize the potential of both countries in achieving their national decarbonization goals.
