Abstract
아시아의 혁신 주도 경제들은 이제 방어적 IP 전략에서 벗어나, 상용화 촉진, 지역 협력 강화, 글로벌 변화에 대응하는 유연한 IPR 전략을 마련할 필요가 있다.|As global competition intensifies and technological transformation accelerates, intellectual property rights (IPRs) have emerged as a critical foundation for sustaining innovation, securing trade advantages, and driving economic development. This paper investigates the evolving role of IPRs in shaping economic performance in Asia, with a primary focus on South Korea, a country that exemplifies the intersection of advanced innovation capacity and export-oriented growth.
Through three interrelated empirical studies, the paper explores how IPRs influence international trade patterns, integration into global value chains (GVCs), and the economic growth of Asian countries. The analysis highlights both the opportunities and challenges associated with strong IPR frameworks in a rapidly changing trade and innovation landscape.
The first study analyzes how the strength of IPR protections in partner countries affects South Korea’s trade flows and GVC participation. Findings suggest that while stronger foreign IPR regimes support the inflow of advanced technologies and promote knowledge diffusion, especially through imports from strong IPRP countries, they also impose some barriers because of technology leakage that may hinder Korea’s direct exports to some markets.
The second study evaluates the impact of IP-related provisions in trade agreements on South Korea’s bilateral trade. By applying Propensity Score Matching and Difference-in-Differences methodologies, the research reveals that such agreements boost High-IP product imports mainly from High IP countries but hinder exports, especially to Medium-IP and low-IP environments.
The third study broadens the scope to examine the economic returns of green patenting across a panel of Asian economies. It finds a nonlinear relationship between green innovation and GDP growth. Where initial investments in environmental technologies stimulate economic expansion, but the benefits taper off beyond a certain threshold, particularly in economies with limited capacity to absorb and apply these innovations.
Taken together, these studies emphasize that IPRs are not merely legal mechanisms but strategic instruments for economic competitiveness. For countries like South Korea, the findings underline the need for more dynamic and forward-looking IP policies that prioritize commercialization, regional cooperation, and resilience amid global uncertainties. By rethinking how IPRs are designed and deployed, asian innovation leaders can better position themselves for sustainable and inclusive growth in the future.
