국내 기업의 디지털 전환 추진을 위한 단계별 정책 제안에 관한 연구

Abstract

코로나 19와 4차 산업혁명의 영향으로 SW 신기술이 기업 경영 전반에 빠르게 확산하면서, 디지털 전환(Digital Transformation)은 기업의 경쟁력 확보와 지속가능한 성장을 위해 필수 요건으로 자리 잡게 되었다. 특히 다양한 SW 신기술의 도입과 활용이 기업의 디지털 전환 수준을 결정하는 핵심 요인이 되었다. 본 연구는 국내 기업을 대상으로 SW 신기술 도입 수 및 활용 분야 수에 따라 디지털 전환 추진 단계에 차이가 있는지, 그리고 단계별로 기업에서 겪는 주요 애로사항, SW 인력 채용의 어려움, 정부에 대한 정책적 수요가 어떻게 달라지는지를 실증적으로 분석해보고자 한다. 이를 위해 과학기술정보통신부와 소프트웨어 정책연구소(SPRi)에서 2023년에 수행한 “SW융합 실태조사” 데이터를 활용하여 국내 기업을 분석하였다. 연구방법은 교차분석, 카이제곱 검정, 일원배치 분산분석을 시행하여 가설을 검증하였다. 분석 결과, 기업이 도입한 SW 신기술 수준이 높을수록, SW 신기술 활용 분야 수가 다양할수록 디지털 전환 추진 단계가 높은 경향을 보였다. 또한, 디지털 전환 추진에 따라 기업에서 겪는 주요 애로사항, SW 인력 채용의 어려움, 정부에 대한 정책적 수요가 다름이 밝혀졌다. 본 연구는 국내 기업의 디지털 전환 실태를 체계적으로 파악하고, 추진 단계별로 차별화된 정책 지원 필요성을 제기함으로써, 향후 맞춤형 정책 설계 및 지원 전략 수립에 기초자료로 활용될 수 있을 것으로 기대한다.|Due to the impact of COVID-19 and the Fourth Industrial Revolution, software technologies have rapidly expanded across all areas of corporate management. As a result, digital transformation has become an essential requirement for securing corporate competitiveness and promoting sustainable growth. In particular, the adoption and utilization of diverse SW technologies have emerged as critical factors determining the level of digital transformation within companies. This study empirically analyzes whether there are differences in the stages of digital transformation based on the number of SW technologies adopted and the range of their application fields among domestic companies. It also examines how critical barriers, difficulties in recruiting SW workforce, and policy demands toward the government differ by transformation stage. For this purpose, the study utilized data from the "2023 SW Convergence Survey," conducted by the Ministry of Science and ICT and the Software Policy&Research Institute(SPRi), analyzing a sample of domestic companies. Cross-tabulation analysis, chi-square tests, and one-way ANOVA were conducted to verify the proposed hypotheses. The results reveal that companies with a higher level of SW technology adoption and more diverse application fields tend to be at more advanced stages of digital transformation. Moreover, significant differences were found in the critical barriers, difficulties in recruiting SW workforce, and policy demands depending on the stage of digital transformation. This study is expected to provide foundational data for the development of customized policy designs and support strategies by systematically identifying the current status of digital transformation among domestic companies.
