부산 섬유산업의 경제적 파급효과 분석 및 육성방안 연구

Abstract

The textile industry has been driving Korea's economy with rapid growth, with exports increasing 13 times and value-added production 6.5 times since the 1970s, thanks to abundant labour and competitive wages. In the heyday of Busan, the birthplace of the modern textile industry, the textile industry employed about 40 per cent of the city's manufacturing workforce and grew into a traditional textile city. However, since the 1990s, the textile industry has faced various challenges, including chronic labour shortages, wage growth outpacing productivity, and competition from developing countries, and its share of the city's manufacturing industry has gradually declined. Nevertheless, the textile industry is still the mainstay of Busan's manufacturing industry, and as an urban manufacturing industry, it is an important industry for job creation in the region. Therefore, the city of Busan is making great efforts to foster the textile industry by enacting support ordinances and establishing fostering plans, but there is insufficient research on the ripple effect of the textile industry on the local economy and how to foster it. Based on this background, this study analyses the ripple effect of the textile industry on the local economy, draws implications, and suggests fostering measures so that the textile industry in Busan can be established as a future growth engine of the region. This study first investigated the domestic and international trends of the textile industry and the current status of the textile industry in Busan based on various statistical data and literature, and conducted an empirical analysis to quantify the spillover effect of the textile industry on the Busan economy based on statistical data from Statistics Korea and Regional Input-Output Table from the Bank of Korea. The Location Quotient(LQ) of the textile industry in Busan is higher than the national average and is greater than 1, confirming that it is a regional specialised industry and a basic industry. The results of the Regional Input-Output Analysis(IO) showed that the production induction coefficient of the textile industry in Busan is very high compared to other industries, and the employment induction coefficient is also higher than the average of Busan industries. The index of the power of dispersion is also very high, indicating that it has a large backward linkage effect that affects the production activities of other industries. Therefore, the fostering of the textile industry is not limited to the textile industry, but has a large impact on other industries and contributes to local production and employment creation, so it is necessary to foster the textile industry, an urban manufacturing industry, to revitalise the local economy and create jobs. Next, through SWOT analysis, we analysed the strengths and weaknesses of Busan's textile industry based on its internal conditions, opportunities and threats based on the external environment, and based on this, we summarised the implications for fostering the textile industry in Busan in four aspects: network, infrastructure, R&D, and manpower training, which are essential elements of industrial development. Based on the above research and analysis of domestic and international textile industry trends, the current status and characteristics of Busan's textile industry, economic impact, SWOT analysis, and implications, the report suggests four areas for fostering Busan's textile industry: eco-friendly and carbon-neutral response, digital transformation, development of future innovative materials, and manpower training, which are necessary to transform the industry into a high value-added industry. In the context of the lack of research on the Busan’s textile industry since the early 2000s, this study presented the local economic impact of the Busan’s textile industry through Specialisation Analysis and Regional Input-Output Analysis, and prepared a fostering plan through SWOT analysis and implication derivation. By examining the economic impact through LQ analysis and IO analysis and exploring policy directions through SWOT analysis, this study proposed a research model that links IO analysis and SWOT analysis to study strategies for fostering specific industries. Based on the model of this study, we hope that more studies on the development of individual industries will be conducted in the future, and we hope that the results will be used as basic data for the development of the Busan textile industry.|섬유산업은 풍부한 노동력과 경쟁력 있는 임금을 바탕으로 1970년대 수출액이 13배, 부가가치 생 산액이 6.5배 증가하는 등 급성장하면서 우리나라의 경제를 견인하였다. 근대 섬유산업의 발상지인 부산도 전성기에는 섬유산업이 부산시 제조업 인력의 약 40%를 고용하는 등 전통적인 섬유도시로 성 장하였다. 하지만 1990년대 이후 섬유산업은 만성적인 인력난, 생산성을 앞지르는 임금 상승, 개발 도상국과의 경쟁 등 다양한 도전에 직면하고 있으며, 부산의 제조업에서 섬유산업이 차지하는 비중 은 점차 줄어들고 있다. 그럼에도 불구하고 섬유산업은 여전히 부산의 제조업에서 중요한 위치를 차 지하는 주력산업이며, 도심형 제조업으로서 지역 내 일자리 창출을 위한 중요한 산업이다. 이에 부 산시는 지원조례 제정과 육성계획 수립 등을 통하여 섬유산업 육성을 위해 많은 노력을 기울이고 있 으나, 섬유산업의 지역경제 파급효과와 육성방안에 대한 연구는 미흡한 실정이다. 이런 배경을 바탕 으로 본 연구는 부산 섬유산업의 지역경제 파급효과를 분석하고, 시사점을 도출하여 부산의 섬유산 업이 지역의 미래 성장동력으로 자리매김할 수 있도록 육성방안을 제시하고 한다. 본 연구는 우선 여러 통계자료와 문헌을 바탕으로 섬유산업의 국내외 동향과 부산 섬유산업의 현 황에 대해 조사하였으며, 통계청의 통계자료 및 한국은행의 지역산업연관표를 바탕으로 부산 섬유산 업의 경제적 파급효과를 계량화하기 위한 실증분석을 수행하였다. 특화도(LQ)분석 결과, 부산 섬유 산업의 입지계수는 전국 평균에 비해 높으며, 1보다 큰 것으로 나타나 지역 특화산업이자 기반산업 임을 확인할 수 있었다. 지역산업연관분석(IO) 결과, 부산의 섬유산업은 타 산업 대비 생산유발계수 가 매우 높으며, 취업유발계수도 부산 산업의 평균보다 높은 편으로 분석되었다. 또한 영향력계수가 매우 높게 나타나 타 산업의 생산활동에 많은 영향을 미치는 후방연쇄효과가 크다는 것을 확인할 수 있었다. 따라서 섬유산업의 육성은 그 효과가 섬유산업에만 국한되는 것이 아니라 타 산업에 미치는 영향력이 크고, 지역의 생산 및 고용 창출에 기여하는 바가 크므로 지역경제 활성화 및 일자리 창출 을 위해서는 도심형 제조업인 섬유산업의 육성이 필요하다는 것을 알 수 있었다. 이어서 SWOT분석을 통해 부산의 섬유산업이 가지는 내부적 여건에 따른 강점 요인과 약점 요인, 외부 환경에 따른 기회 요인과 위협 요인을 분석하였으며, 이를 토대로 산업육성의 필수요소인 네트 워크, 기반구축, R&D, 인력양성 등 네가지 측면에서 부산 섬유산업의 육성방안 마련을 위한 시사점 을 정리하였다. 위에서 조사 및 분석한 국내외 섬유산업의 동향, 부산 섬유산업의 현황과 특징, 경제적 파급효과, SWOT분석 및 시사점 등을 토대로 부산의 섬유산업이 고부가가치산업으로 전환하는 데 필요한 친환경 및 탄소중립 대응, 디지털 전환, 미래 혁신소재 개발, 인력양성 등 4개의 분야의 육성방안을 제시하 였다. 2000년대 초반 이후 부산의 섬유산업에 대한 연구가 부족한 상황에서, 본 연구는 부산 섬유산업의 지역경제 파급효과를 특화도 분석과 지역산업연관분석으로 제시하였으며, SWOT분석과 시사점 도출을 통해 육성방안을 마련하였다. LQ분석 및 IO분석을 통해 경제적 파급효과를 살펴보고, SWOT분석을 통 하여 정책적 방향을 살펴봄으로써 IO분석과 SWOT분석을 연계하여 특정산업의 육성방안을 연구할 수 있는 연구의 모형을 제시하였다. 본 연구의 모형을 기반으로 향후 보다 많은 개별산업 육성에 관한 연구가 이뤄지기를 희망하며, 연구결과가 부산 섬유산업의 육성을 위한 기초자료로 활용되기를 기대한다.
