「스포츠클럽법」 시행에 따른 지역 우수선수 육성을 위한 법‧정책적 개선방안 연구 – 부산지역 빙상종목을 중심으로

Abstract

This study aims to analyze how the athlete development system has been operating in the context of the "Sports Club Act" implementation, with a p articular focus on ice sports in the Busan region. It further seeks to propose legal and policy improvements to bridge the gap between institutional design and on-site implementation. Special attention is given to sports disciplines such as ice sports that require specialized infrastructure and administrative support, examining the operational reality of regional sports clubs. A mixed methods approach was employed, combining quantitative and qualitative research. The quantitative survey targeted 120 coaches affiliated with the Korea Skating Union, focusing on six domains and originally consisting of 107 items. Following a pilot test, the items were refined to 50 core questions. For the qualitative study, in-depth Focus Group Interviews (FGI) were conducted with a total of 15 participants: five coaches, five federation officials, and five parents. The findings revealed: (1) a structural gap between the elite athlete development model promoted by the Sports Club Act and the actual field conditions in Busan; (2) a lack of effective utilization of public sports facilities and insufficient specialization and sustainability among regional sports clubs; and (3) limitations in the local ordinance of Busan, which lacks specificity and enforceability, along with weak alignment with national policies. Based on these findings, the study proposes several policy recommendations, including: establishing athlete support ordinances tailored to regional characteristics; creating a designation and support system for specialized clubs; and building collaborative models between schools and sports clubs. These improvements would allow the Sports Club Act to evolve from a declarative legal framework into a practical and sustainable foundation for regional sports development.
