This doctoral dissertation explores strategic enhancements to the technical services provided by classification societies within South Korea’s shipbuilding sector, particularly in the newbuilding segment. Drawing upon three years (2021–2023) of evaluation data from Korea’s leading shipyards—most of which are members of the Korea Offshore & Shipbuilding Association (KOSHIPA)—the study applies the Importance-Performance Analysis (IPA) methodology to assess the alignment between classification society services and shipbuilders’ expectations.
To ensure a robust and multidimensional analysis, the study compares shipyards’ external evaluation results with internal self-assessments from experts across six major classification societies. Each society was represented by three professionals specialising in design approval, site inspection, and business operations, respectively. A total of 18 experts participated in two rounds of structured surveys, designed using Brainstorming and the Delphi method to enhance response reliability. The second-round responses were adopted as the final dataset for analysis.
This comparative evaluation revealed significant perception gaps between the importance and performance of classification services, viewed from both the client (shipyards) and provider (classification societies) perspectives. The IPA framework enabled the categorisation of service attributes into four strategic zones: “Concentrate Here,” “Keep Up the Good Work,” “Possible Overkill,” and “Low Priority.” These insights served as the foundation for proposing practical, data-driven recommendations aimed at enhancing the strategic direction and service quality of classification societies.
In an era where global environmental regulations are tightening and technological innovation is reshaping global shipbuilding standards, this study offers valuable guidance for classification societies striving to stay competitive, client-oriented, and aligned with the evolving demands of the maritime industry.
