부산지역 해수욕장의 수상안전에 관한 연구

Abstract

이 연구는 부산광역시 지역 해수욕장의 수상안전에 관한 실태를 파악하기 위하여 실시하였다. 이러한 목적을 달성하기 위하여 2005년도 부산광역시 7개 해수욕장을 대상으로 한 부산광역시 119시민수상구조대의 운영결과 보고서와 일반 해수욕장 참여자의 수상안전사고에 관한 인식과 부산광역시 119수상구조 대원 및 부산광역시 적십자 수상안전봉사회원의 수상 안전에 관한 인식을 설문지를 통하여 조사 분석하였다. 그 결론은 다음과 같다. 가. 부산광역시 지역 해수욕장의 수상안전사고 현황 첫째, 구조 중 사고의 요인별 내용은 수영미숙 58.7%, 안전수칙 불이행 34.1% , 음주 4.6%, 자살 2.6% 순으로 나타났다. 구급 중 요인별 내용은 찰과상 43.3%, 열상 32.7%, 기타 23.5%, 화상 0.5% 순으로 나타났다. 둘째, 인구 통계학적 특성에 따른 결과는 성별에서 남자 51%, 여자 49% 순으로 나타났고, 연령별에서는 10대 35.2%, 20대 32.9%, 30대 11.1%, 9세 이하 9.2%, 40대 6.3%, 50대 2.8%, 60대 2%, 70대 0.5% 순으로 나타났고, 시간대별에서는 14～16시 32.6%, 16～18시 25.1%, 12～14시 20%, 10～12시 13%, 08～10시 3%, 18～20시 2.6%, 24～08시 1.7%, 20～22시 1.1%, 22～24시 0.9%순으로 나타났고, 요일별에서는 일요일 25.8%, 토요일 20.7%, 금요일 13.5%, 월요일 11.5%, 화요일 10.6%, 수요일 9.2 %, 목요일 8.7%순으로 나타났고, 직업별에서는 대학생 24.5%, 초등학생 14.7%, 중학생 14.3%, 고등학생 12.4%, 회사원 11.4%, 기타 8.3%, 주부 7.3%, 무직 4.7%, 자영업 2.4%순으로 나타났다. 나. 일반 해수욕장 참여자의 수상안전사고에 관한 인식 첫째, 수상안전 교육에 관한 내용에서 교육실태 중 수상안전교육은 잘 안다 26.3%, 보통이다 24.2%, 모른다 19.0%, 매우 잘 안다 15.8%, 전혀 모른다 13.7%순으로 나타났고, 수상안전 교육의 사고예방 기여도는 보통이다 43.2%, 그렇다 25.3%, 매우 그렇다 12.6%, 그렇지 않다 11.6%, 전혀 그렇지 않다 7.4%순으로 나타났고, 수상안전 교육의 만족도는 보통이다 34.7%, 만족한다 28.4%, 만족하지 않는다 23.2%, 매우 만족한다 8.4%, 전혀 만족하지 않는다 5.3%순으로 나타났다. 체험기관은 학교 27.4%, 방송매체 25.3%, 기관(소방서, 적십자) 18.9%, 기타 17.9%, 가정 10.5%순으로 나타났다. 실기교육 경험 빈도는 0회 45.3%, 1회 36.8%, 2회 11.6%, 3회 5.3%, 4회 이상 1.1%순으로 나타났고, 수상안전 교육의 적절한 횟수는 1회 31.6%, 2회 25.3%, 3회 23.2%, 4회 이상 15.8%, 0회 4.2%순으로 나타났다. 둘째, 준비운동은 보통이다 29.5%, 하지 않는다 26.9%, 잘 한다 20.0%, 매우 잘 한다 13.7%, 전혀 하지 않는다가 10.5%의 순으로 나타났다. 셋째, 수상안전 시설의 만족도는 보통이다 37.9%, 만족하지 않는다 29.5%, 만족한다 16.8%, 전혀 만족하지 않는다 9.5%, 매우 만족한다 6.3%순으로 나타났다. 넷째, 수상안전요원에 관한 내용 중 수상안전 배치인원에 관한 만족도는 보통이다 38.9%, 만족하지 않는다 24.2%, 만족한다 24.2%, 전혀 만족하지 않는다 7.4%, 매우 만족한다 5.3%순으로 나타났고, 수상안전 구조대원 역할 수행에 관한 만족도는 보통이다 36.8%, 만족한다 26.3%, 매우 만족한다 18.9%, 만족하지 않는다 16.8%, 전혀 만족하지 않는다 1.1%순으로 나타났고, 수상활동 안전에 관한 만족도는 보통이다 33.7%, 만족한다 24.2%, 만족하지 않는다 16.8%, 매우 만족한다 16.8%, 전혀 만족하지 않는다 8.4%순으로 나타났다. 다섯째, 해수욕장 활용에 관한 내용 중 연간 방문 횟수에 관한 만족도는 3회 28.4%, 1회 26.3%, 2회 25.3%, 4회 이상16.8%, 0회 3.2%순으로 나타났고, 식후 휴식시간에 관한 만족도는 30분미만 35.8%, 1시간미만 25.3%, 10분미만 15.8%, 즉시 13.7%, 1시간 이후 9.5%순으로 나타났다. 다. 부산광역시 119수상구조대원의 수상안전사고에 관한 인식 첫째, 만족도 중 수상안전교육은 보통이다 45.5%, 만족하지 않다 22.7%, 만족한다 15.9%, 전혀 만족하지 않는다 11.4%, 매우 만족한다 4.5%순으로 나타났고, 수상안전 인원은 만족하지 않는다 38.6%, 보통이다 25.0%, 전혀 만족하지 않는다 8.0%로 나타났고, 여건은 보통이다 34.1%, 만족한다 13.6%, 만족하지 않는다 31.8%, 전혀 만족하지 않는다 11.4%, 매우 만족한다 9.1%순으로 나타났고, 시설은 만족하지 않는다 45.5%, 보통이다 34.1%, 만족한다 9.1%, 전혀 만족하지 않는다 6.8%, 매우 만족한다 4.5%순으로 나타났고, 구조장비는 만족하지 않는다 40.9%, 보통이다 22.7%, 전혀 만족하지 않는다 13.6%, 만족한다 11.4%, 매우 만족한다 11.4%순으로 나타났고, 시민협조는 만족하지 않는다 38.6%, 보통이다 25.0%, 만족한다 20.5%, 전혀 만족하지 않는다 9.1%, 매우 만족한다 6.8%순으로 나타났고, 수상안전 대원의 구조능력은 만족도는 만족하지 않는다 34.1%, 전혀 만족하지 않는다 27.3%, 보통이다 22.7%, 만족한다 11.4%, 매우 만족한다 4.5%순으로 나타났다. 둘째, 수상안전 교육의 필요성은 필요하다 36.4%, 매우 필요하다 27.3%, 보통이다 22.7%, 필요하지 않다9.1%, 전혀 필요하지 않다 4.5%순으로 나타났다. 라. 부산광역시 적십자 수상안전봉사회원의 수상안전사고에 관한 인식 첫째, 만족도 중 수상안전 교육은 만족한다 34.1%, 매우 만족한다 27.3%, 만족하지 않는다 18.2%, 보통이다 15.9%, 전혀 만족하지 않는다 4.5%순으로 나타났고, 수상안전 인원은 만족하지 않는다 27.3%, 전혀 만족하지 않는다 27.3%, 보통이다 22.7%, 만족한다 18.2%, 매우 만족한다 9.1%순으로 나타났고, 수상안전 근무여건은 전혀 만족하지 않는다 27.3%, 만족하지 않는다 27.3%, 보통이다 22.7%, 만족한다 18.2%, 매우 만족한다 4.5%순으로 나타났고, 수상안전 시설은 만족하지 않는다 40.9%, 보통이다 22.7%, 전혀 만족하지 않는다 13.6%, 만족한다 11.4%, 매우 만족한다 11.4%순으로 나타났고, 수상안전 구조장비는 만족하지 않는다 31.8%, 보통이다 27.3%), 전혀 만족하지 않는다 18.2%, 만족한다 13.6%, 매우 만족한다 9.1%순으로 나타났고, 시민협조는 만족하지 않는다 136.4%, 보통이다 25.0%, 만족한다 18.2%, 전혀 만족하지 않는다 13.6%, 매우 만족한다 6.8%순으로 나타났고, 수상안전 대원의 구조능력은 만족한다 34.1%, 보통이다 27.3%, 매우 만족한다 18.2%, 만족하지 않는다 13.6%, 전혀 만족하지 않는다 6.8%순으로 나타났다. 둘째, 수상안전 교육에 관한 필요성은 필요하다 52.3%, 매우 필요하다 20.5%, 보통이다 18.2%, 전혀 필요하지 않다 4.5%, 필요하지 않다 4.5%순으로 나타났다.

This study was performed to check the actual status of water safety accident in Busan Area's beaches. To achieve this purpose, the report about 119 citizen water rescue team in Busan was used and some questionnaires was used about recognition of water safety accident of common beach participants and about recognition of water safety of Busan 119 water safety members and Busan Red Cross water safety volunteers. The results are following: 1. The Actual Status of Water Safety Accident in Busan Area First, the causes of accidents are listed as follows: poor swimming skills(58.7%), violation of safety rules(34.1%), drinking(4.6%), suicide(2.6%) and those of aids are as follows: abrasion(43.3%), laceration(32.7%), burn(0.5%), others(23.5%) Second, demographic sides show that the ratio of man and woman consists of 51% to 49%, and that by age, teens consists of 35.2%, twenties 32.9%, thirties 11.1%, under-nine 9.2%, forties 6.3%, fifties 2.8%, sixties 2%, and seventies 0.5%. Considering time, as follows: by time, 14~16 (32.6%), 16~18(25.1%), 12~14 (20%), 10~12 (13%), 08~10 (3%), 18~20(2.6%), and 24~08(1.7%) and by day, Sunday(25.8%), Saturday(20.7%), Friday(13.5%), Monday(11.5%), Tuesday(10.6%), Wednesday(9.2%), and Thursday(8.7%) and by occupation, undergraduate students(24.5%), primary students(14.7%), middle school students(14.3%), high school students(12.4%), company employees(11.4%), housewives(7.3%), the unemployed(4.7%), the self-employed(2.4%), and others(8.3%). 2. Degree to Participants' Recognition of Water Safety Accidents First, it shows that by degree to which they know the programs about water safety, they know well(26.3%), in common(24.2%), not(19.0%), very well(15.8%), and never(13.7%) and about the contribution to prevention of accidents, they responded as water safety programs are more or less helpful(43.2%), helpful(25.3%), very helpful(12.6%), not helpful(11.6%), and never helpful(7.4%) and about their satisfaction of water safety programs, they thought like this: more or less satisfied(34.7%), satisfied(28.4%), not satisfied(23.2%), very satisfied(8.4%), never satisfied(5.3%), and about the place they get some information as follows: school(27.4%), media(25.3%), center(firestation, Red-Cross)(18.9%), home(10.5%), others(17.9%). The frequency of opportunity to experience in person is 0 times(45.3%), 1 times(36.8%), 2 times(11.6%), 3 times(5.3%), 4 or more times(1.1%) and appropriate times they think is 1 times(31.6%), 2 times(25.3%), 3 times(23.2%), 4 or more times (15.8%) and 4.2% of them responded with 0 times Second, the response to warm-up exercise is like this: usually(29.5%), seldom(26.9%), often(20.0%), very often(13.7%), never(10.5%) Third, the response to the degree of satisfaction about water safety facilities is like this: normally satisfied(37.9%), not satisfied(29.5%), satisfied(16.8%), never satisfied(9.5%), very satisfied(6.3%) Fourth, the response to the number of water safety guiders in questions about water safety guiders is as follows: normally satisfied(38.9%), not satisfied(24.2%), satisfied(24.2%), never satisfied(7.4%), very satisfied(5.3%), and the response to their performance appears as normally satisfied(36.8%), satisfied(26.3%), very satisfied(18.9%), not satisfied(16.8%), never satisfied(1.1%), and the response to water activity safety appears as normally satisfied(33.7%) satisfied(24.2%), not satisfied(16.8%), very satisfied(16.8%), never satisfied(8.4%). Fifth, the response to the question of how often they visit the beaches in questions about use of beaches shows that they visit three times(28.4%), one times(26.3%), two times(25.3%), four or more times(16.8%), and 0 times(3.2%). Also, they takes a rest less than 30 minutes(35.8%), 1 hour(25.3%), 10 minutes(15.8%) and some persons do right after meal (13.7%), and some more than 1 hour(9.5%). 3. Survey about 119 Water Safety Guiders' Recognition of Water Safety First, their response to water safety instruction shows that they are normally satisfied (45.5%), not satisfied(22.7%), satisfied(15.9%), never satisfied (11.4%), and satisfied very much(4.5%). The response to the number of water safety guiders shows that they are not satisfied (38.6%), normally satisfied(25.0%), never satisfied(8.0%), and to working condition they are satisfied normally(34.1%), satisfied(13.6%), not satisfied(31.8%), never satisfied(11.4%), satisfied very much(9.1%), and to facilities, not(45.5%), normally(34.1%), satisfied(9.1%), never(6.8%), very much(4.5%), and to rescue equipment, not(40.9%), normally(22.7%), never(13.6%), satisfied(11.4%), very much(11.4%), and to citizen's aids, not(38.6%), normally(25.0%), satisfied(20.5%), never(9.1%), very much(6.8), and to water safety guiders' rescue ability, not(34.1%), never(27.3%), normally(22.7%), satisfied(11.4%), very much(4.5%). Second, about the necessity of water safety instruction, it appears like this: necessary(36.4%), very necessary(27.3%), normally(22.7%), unnecessary(9.1%), never necessary(4.5%). 4. Recognition of Water Safety of Members of Water Safety Volunteers First, they respond with satisfied(34.1%), very satisfied(27.3%), not satisfied(18.2%), normally satisfied(15.9%), and never satisfied(4.5%) about water safety instruction, and about the number of water safety guiders; not (27.3%), never (27.3%), normally(22.7%), satisfied(18.2%), and very (9.1%), and about water safety facilities; not (40.9%), normally(22.7%), never (18.2%), satisfied(13.6%), very (9.1%) and about rescue equipment; not (31.8%), normally(27.3%), never (18.2%), satisfied(13.6%), very (9.1%), and about citizens' aids; not(36.4%), normally(25.0%), satisfied(18.2%), never (13.6%), very (6.8%), and about water safety guiders' rescue ability; satisfied(34.1%), normally(27.3%), very(18.2%), not(13.6%), never(6.8%). Second, about the necessity of water safety instruction, it appears like this: necessary(52.3%), very necessary(20.5%), normally(18.2%), unnecessary(4.5%), never necessary(4.5%).
