어업축제의 지역경제 파급효과분석

Abstract

지방자치제가 실시된 이후 각 지역자치단체들은 지역경제 활성화 방안의 하나로 각종 지역 축제를 개최하고 있다. 그 중에서 본 논문은 항구도시 부산의 어업축제가 부산지역경제에 얼마나 기여하는지를 알아보기 위해 작성하게 되었다. 부산의 어업축제 중 3회째 개최되고 있는 기장붕장어 축제를 통해 부산지역경제에 얼마나 기여하는지를 살펴보기 위해 본 논문에서는‘2000년 부산지역 산업연관표’를 이용하였으며, 분석에 사용된 자료는 기장 붕장어 축제에 참가한 사람들을 대상으로 실시한 설문조사 및 축제위원회의 예결산 자료이다. 설문조사를 통해 추정한 관람객 지출비용과 축제위원회에서 산출한 경비집행내역은 산업연관표에 적용하기 위해 항목별로 재분류하였으며 이를 기초자료로 하여 기장 붕장어 축제의 경제적 파급효과를 분석해 보았다. 그 결과 기장 붕장어 축제의 생산유발효과는 외생부문과 내생부문을 합하여 생산유발효과는 6억여원으로 지역유입액 대비 3배 정도의 경제적 파급효과가 있는 것으로 나타났으며, 부가가치유발효과는 2억여원으로 나타났다. 그리고 고용유발효과는 8명 정도로 나타났는데 고용유발효과의 경우는 아직 규모가 크지 않은 축제이다 보니 그 효과가 미비한 것으로 보인다.

Many local autonomous organizations have held various local festivals as part of a solution to reinvigorate the local economy since the local self-government was embarked upon. Thus this thesis will focus upon how much contribution the fishing industry festivals in Busan, a port city, make to Busan’s local economy. Of all Busan’s fishing industry festivals, Gi-Jang Conger Eel festival that has taken place for the third time since 2004 has been chosen for this study to look into its contribution to the city’s local economy through ‘2000 Busan local industry correlation table’. Also, data used for analysis is based upon a survey targeting people who have participated in the Gi-Jang Conger Eel festival and the budget/audit statement of the festival committee. Additionally, the expenditure on the part of visitors speculated through the survey and the breakdown of the total expenditure calculated by the committee have been re-itemized, based upon which, an economic ripple effect of the Gi-Jang Conger Eel festival has been analyzed. As a result, a production-inducement effect that the festival has amounts to 0.6 billion won triple the amount of the inflow of capital into the city. Besides, the festival has also been found to have a value added inducement effect, 0.2 billion won. Its employment inducement effect, however, is not good enough, while only 8 people getting a job, because it still takes place on a small scale.
