- Abstract
- Since UN international law of the see agreement and EEZ(Exclusive Economic Zone) came into effect, international maritime environment has been changed as the competition on the water is getting high. Within the country, there is the increase of social conflicts arisen from the restriction of the fishing territory and decrease of fishery resources. And A large number of people have turned to marine leisure activity as our national income increases. Under these circumstances, there is such a high demand for maritime safety&security in order to protect the marine accident. so, the role of Korea Coast Guards in charge of marine protection and safety has been intensified. These rapid changes due to the external environmental causes have intensified the duties and the roles of the Coast Guards. In view of maritime rescue, the system of domestic vessels has been changed to multinational vessels, and the sea guarding within the territorial waters broadened to EEZ. and the public marine security system has been expanded to international police security system. So, KCG have come to perform a wide range of roles.
However, compared with these variety of works and the important roles we have, The functions·organization·human recourses·equipments of coast guards are very fragile at this point. So, it is important to note that we need capable human resources who could cope with a high demand of marine safety as well as expansion of new facilities and equipments. And our organization needs to be widely reformed in order to satisfy the specific needs for the regional sea area. Now, The sea is not only the space for traditional marine industry of marine transportation, harbors, fisheries and so on, but also the space for high-tech industry of marine leisure·tour·energy·resources·biotechnology. So, as the marine efficiency and accessibility increases, it is important to build efficient maritime safety management system and strive forward to provide high quality maritime safety&security services.
Also, the present system of KCG organization is very limited to provide optimum marine security services to meet the specific needs of regional sea area due to the fact that it has one single head quarter that directly controls over the whole sea area. In the case of 'Shin Poong Ho' accident in 2005, when Korea coast guards faced the marine sovereignty disputes over Japan Coast Guard, we failed to deal with it since there was absence of middle commanders and mediation structure of the organization. KCG has jurisdiction over such wide extent of sea area that it has revealed the limitation on the rapid response on marine accident with the lack of execution and policy making. Therefore, in order to actively cope with these circumstances, KCG needs to be equipped with capable human resources, facility and equipment and the right system of the regional organization.
KCG had been remained under the rule of the National Police Agency quite a long time, so the operation was only dealt with outstanding problems.
However, KCG strived harder enough in a positive way to cope with the innovation operation through the government-leading innovation activities.
KCG made a big change by introducing BSC system for the first time among the government bodies, establishing the innovation infrastructure, being raised to be a minister class, establishing regional coast guard headquarters, expanding human resources and equipment, and so on.
Though, in terms of commanding system, as to KCG headquarter directly controls the whole sea area(eastern, southern and western sea), the KCG have got difficulty in providing an optimum public safety&security service.
Also, due to a lack of policy formulation and execution, KCG reveals the limitation on a quick action against maritime disasters and disputes.
Therefore, through the function analysis and internal/external maritime environmental demanding analysis of the regional organization, I will find solutions for reform plan which KCG will become more effective and timeliness organization.
At Chapter 1, as for the introduction, I described a necessity of study, the purpose of study, and a range and a method of study.
At Chapter 2, I analysed the comparison of internal/external maritime safety&security circumstance, demanding analysis, KCG organization development process, internal/external relevant government agencies, as well as present STOW method for a frame of study.
At Chapter 3, I examined the current KCG organization system, and through this I compared and analysed the function and system between national government organization and regional government organization.
At Chapter 4, I demonstrated effective way of regional organization reform plan on a basis of problems which issued at Chapter 3.
Lastly, at Chapter 5, I presented the conclusion of this study.
