AHP기법에 의한 BTL 사업의 정성적 VFM 평가항목 가중치 산정방법

Abstract

인간이 산업 활동과 주거생활을 영위하기 위해서는 물류기반시설과 주거시설을 비롯한 다수의 사회기반시설을 필요로 한다. 이에 정부에서는 SOC 사업을 실시하여 기반시설을 확충하고 있으며, 정부의 재원만으로 모든 시설물을 확충하기가 어려우므로 SOC 민간투자사업을 실시하고 있다. 이러한 SOC 민간투자사업은 “사회간접자본시설에 대한 민간투자법”을 근거로 하여 도로, 철도, 항만, 공항 등과 같은 사회기반시설을 효율적으로 확충하기 위하여 실시되어 왔다. 하지만 2005년도부터 “사회기반시설에 대한 민간투자법”으로 변경되면서 필요한 시설을 조기에 확충하고 민간의 창의를 적극적으로 활용할 수 있는 BTL(Build-Transfer-Lease) 방식이 새로이 도입되게 되었으며 그 주요 대상은 시설은 학교시설, 군 주거시설, 공공임대주택을 비롯한 9개 시설이다. BTL 민간투자사업에서는 민간투자 적격성 조사를 실시하여 정부실행대안과 민간투자대안을 종합적으로 비교분석하여 해당사업 시행여부를 의사결정하게 된다. 이에 본 연구에서는 목적은 민간투자사업의 적격성 조사 중 정량적 VFM(Value for Money) 분석방법에 비하여 객관화된 결과 도출이 어려운 정성적 VFM 분석의 체계적 수행방법을 제시하고자 한다.

SOC(Social Overhead Capital) private finance initiative Project is carried to expand infrastructure effectively through participation of private investment. From the year 2005, the range is expanded not only industrial infrastructure such as made road, harbors and so on but living infrastructure such as school facilities, environmental facilities. BTL(Build-Transfer-Lease) system is mainly used in new private finance initiative project but in existing private finance initiative project BTO(Build-Transfer-Operate) system was used. In BTL private finance initiative project, decision to private finance initiative is tested to judge suitability of private finance initiative. In this research, we try to suggest the method of performance in Qualitative VFM(Value for Money), a part of decision to private finance initiative. For this , we establishment assessment item and analyze the relative importance after questionnaire investigation with AHP(Analytic Hierarchy Process) technique as to experts. Above give content, standard of qualitative VFM is expected to supply.
