공익사업에 따른 손실보상 관련 맨손어업의 합리적 관리를 위한 수산자원학적 연구

- Abstract
- Korea's reported fisheries consist of handicraft fisheries, skin diving fisheries, casting net fisheries except for chartered fisheries, permission fisheries. The fishing gear and method is simple and small scale. People who want to do reported fisheries must notice to the provincial governments.
The number of reported fisheries is 61,897 totally at the end of 2005. But strangely 90.8% of them are concentrated in Chungchengnamdo, Jeonlanamdo and Jeonlabukdo. During these 20years the number of Korea's fishermen has been decreasing 3.1% annually. But people who do handicraft fisheries has been increasing 19.5% annually. It is because after revision of the Fisheries Act on August 1st, 1990, the number of people doing handicraft fisheries is increasing greatly.
The paper tries to analyze present situations and existing problems using fisheries resources approaching method to Seosan and Dangjin region's DS port developing project and fishing activity data in Baekryeong region's YGP port developing project.
The area of tidal flat around Seosan and Dangjin region is approximately 855 ha, which is accounting for 0.3% areas of the Korea's total tidal flat. However the reported number of handicraft fisheries is 5,245, which accounting for 10.2% of the total handicraft fisheries. To consider this condition this paper reduces to 45% of the total number of people who have requested the research and calculate the annual production of tidal flat through fisheries resources approach and using each village's activity ratio on the basis of 17times' on the spot research.
As a result, annual average catch is very different in each village because of the different production of tidal flat, regional activity ratio and the number of fisherman.
The results are as follows; in the Seosan and Dangjin region
First, the volume of production of Seosan 1 fishing grounds is 190,790.76 kg/yr, Seosan 2 fishing grounds is 111,822.04 kg/yr, Dangjin 1 fishing grounds is 77,877.57 kg/yr, Dangjin 2 fishing grounds is 263,357.49 kg/yr, Dangjin 3 fishing grounds is 125,122.16 kg/yr and Dangjin 4 fishing grounds is 1,240,307.52 kg/yr.
Second, average annual fisheries income of Seosan 1 fishing grounds is 476,647,183 won, Seosan 2 fishing grounds is 345,932,219 won, Dangjin 1 fishing grounds is 166,845,788 won, Dangjin 2 fishing grounds is 696,797,286 won, Dangjin 3 fishing grounds is 369,598,548 won and Dangjin 4 fishing grounds is 2,692,644,281 won.
The fixed number of certification of fishery reported can be calculated by dividing average annual income with the minimum income which is estimated by three type as the minimum cost of living, fishery income and self-personnel expense. In case of total number of handicraft fishermen of the require persons of investigation are 5,245, as a result, the fixed number is 486(9.3% of require persons of investigation) in applying the minimum cost of living to the minimum income, 736 (14.0% of require persons of investigation) in applying the fishery income and 2,283(43.5% of require persons of investigation) in applying self-personnel expense to the minimum income.
Because of the revision of the Fisheries Act on August 1st, 1990, it is possible to compensate damages of reported fisheries through including traditional fisheries in the field of reported fisheries. So that if people report there fisheries operation, provincial governments have to agree their fishing activity according to legal characteristics of reported fisheries. It results in exploitive increase of handicraft fisheries.
In order to solve these problems the research tries to estimate the productivity of regional tidal flat using fisheries resources approach and then tries to derive optimal quota for handicraft fisheries in its region by using the result.
The paper also tries to suggest institutional reform proposals for the efficient and long run management for the tidal flat to enhance responsibilities of fishing units in each regions.
