글로벌 환경변화에 따른 국내 건축설계분야의 대응방안 연구

Abstract

This study is to provide domestic architectural design industry that doesn't overcome coarse environment like chronical depression and distorted market structure and that has been under weeding out, with a motivation to overcome current crisis and to be brought up soundly through reformation. Thus it grasped corporations' present situation and issues which current employees feel by executing examination to seek realistically applicable and effective methods. Based on this, it tried to present actual countermeasures that can respond to rapidly changing environments nationally and internationally like expansion of FTA by supplementing content of previous study that just stayed at suggestion of theoretical countermeasures, and results from this study are as follows;

1) As step for long-term, stable supply of superior technicians, a plan that the government supports the Association of Architects to build and operate professional educational institutions like 'Architectural Design Professional Education Center' needs to be discussed. Moreover, proper work force according to the size of office must be secured by reestablishing standard for office registration so as to scheme stable employment of man power. 2) Continuing program for the improvement of architects' ability should be carried out as soon as possible. This relates with 'architect registration' system chosen in most countries, according to UIA encouragement standard, continuing education for architects requires usually completion over 35 hours a year with regards to registration renewal for license maintenance. 3) Professionality of architects' office must be promoted and service area must be expanded. We must be recognize that to possess know-how specialized for a specific use or function is origin of superiority in competition and stimulate professionalization by accumulating resources and capacity. In addition, we should expand operation field continuously according to aptitude and capacity like furniture design, environmental molding design, recovery or repair of cultural assets, and especially field of ship decorative design which arises as a new operation field prosperous along with professionalization according to fields such as interior, remodeling, CM, and so on. 4) A system that can settle ‘pay standard of architects operation' must be constructed. It is stated that "architects shall get paid according to rate system which is carried out as mandatory regulation or recommended form to carry out function corresponding to public benefit." in UIA advice leading international standard This is because compensation at proper cost for architectural design is defined not as architect's personal interests but as minimum compensation for the pursuit of public interests. Thus, pay standard must be systematized so that it can be linked with 'standard of design drawing' of ‘standard contract.’ In addition, if we introduce ‘architectural design guarantee system’ and make it obligatory, as supplementary method, then legal operation system will be settled and design quality improved, consequently it will provide citizens with comfortable and safe environment. 5) Public constructs must get rid of their entry obstacles so that they can be designed by design market. World class masterpiece in architectural design can never be achieved as economy of scale. Therefore, to national corporations take superior status in global environment of infinite competition which is getting more intense, encouragement system that gives chance to good new figures is necessary in public and civil field. 6) By enacting ‘constructs control law’(tentatively named), we must secure the safe use of constructs until the end of life span, not only protecting copyright for architectural design but also preventing law violation after approval of use. Even if it is perceived that architectural design's right and duty end with delivery of design drawing, copyright must also be continued until the end of the life span if we consider the fact that architect is supposed to take responsibility in the safety of constructs he or she designed 7) We must carry out management innovation of architects office itself and restructuring for the rearrangement of market function. The harm due to being small of domestic architect office is a very structural and fixed problem. Small offices must overcome lack of man power, and pursue information sharing, and price reduction through networking beyond scale or region, and construction of cooperative system through network with external corporation or partnership of office management. Most of current medium-to-large offices started in smaller scale and are inefficient organizations which accumulated and enlarged in scale according to continuous growth of operation quantity. Thus we need to promote actively a plan that reinforces the company's scale and at the same time quality through M&A or friendly M&A between offices conforming in interest or organizational structure in order to take superior status in global competitive environment.
