Abstract

The regional characteristics of crackdown on illegal fishery in the Korean Waters are investigated using the data of crackdown on illegal fishery in the Korean Waters from the Ministry of Maritime Affairs & Fisheries (MOMAF), Local Government of City & Province and the Korea Coast Guard during 1996 to 2006. The study includes some characteristics in three seas(the Yellow Sea, the South Sea, and the East Sea), in the fisheries types, in the violation types, and in each authority, focusing on a relationship between crackdown on illegal fishery and catches and a characteristic of crackdown on illegal fishery in Chinese fishing vessels. The results are as follows; 1. A small otter trawl fishery was most frequently cracked down in three seas during the research period. However, since enacting a special law for removing the small otter trawl fishery in 2004 crackdown on a gill nets, traps, shrimp bottom trawl and dredged nets have been increased instead of small otter trawl fishery. In the violation types, no fishery permission and violation of fishing gears were mainly cracked down. The frequency of crackdown on illegal fishery was the highest in Local Government of City & Province, recently even having been rapidly increased by Korea Coast Guard since 2004. 2. In analysing the data of MOMAF, crackdown on illegal fishery in the South Sea was all highly cracked down in the fisheries types(small otter trawl fishery), in the violation types(no fishery permission and violation of fishing gears), and in each authority. 3. In general, a relationship between crackdown on illegal fishery and the catches showed relatively a good correlation in the South Sea. In the monthly variation, their good relation well appeared in autumn season, but despite the fact that in spring time the catches were relatively small the frequency of crackdown on illegal fishery was fairly high, resulting in not correlating well. It seems that such a highly crackdown on illegal fishery in spring is related to an intensive crackdown on illegal fishery policy of the Korean government rather than concerning with the catches. On the other hand, their relation in a gill nets and traps are well corresponded during 2004 to 2006. 4. Crackdown on illegal fishery in Chinese fishing vessels during 1999 to 2006 has been rapidly increased year to year. In the fisheries types it tends that the bottom trawl fishery has been most frequently cracked down since Korea-China Fisheries Agreement entered into force in 2001, but recently crackdown on illegal fishery of the drift gill nets has been more cracked down. Most of crackdown on illegal fishery in Chinese fishing vessels has been cracked down by Korea Coast Guard with highly frequency of crackdown on illegal fishery in the Yellow Sea in spring and autumn, whereas no frequency of crackdown on illegal fishery has been recorded in the East Sea during this period. Summarizing the above results, the paper implies that crackdown on illegal fishery must be more intensified in the South Sea and the Yellow Sea, some correlation was found between crackdown on illegal fishery and the catches, and apparatus and man power for crackdown on illegal fishery must be more complemented due to a rapid increase of illegal fishery by Chinese fishing vessels year to year
