- Abstract
- The policy of Rental Apartment is for having the poor have a residence, which provides Rental Apartment to them for improving resident environment.
Rental Apartment has been supplied, focusing on its quantitative side until now. Because there have been only the poor and environmental welfare has not been implemented in Rental Apartment, The quality of residence has been decreased So The study analyzes the cases from its users, focusing on facilities constructed for the aged and children among subsidiary and welfare facilities.
The study includes that facilities for the aged is recognized as a purpose of spare time activity, it has aims to activate spare time activity by applying the research of improvement for its internal space and external one in order to avoiding recent formal space and its improvement is sought through converting external playing field to internal one according to its conversion in case of facilities for children.
In accordance with the output and improving methods deducted by this study, 3 places in connection with a control office among halls for the aged don't have enough space except a footpath and the space for field activities isn't planned, shown in the cases.
In case that it is placed on 1st floor separately, it had better design livingroom south-direction, placed together with a control office, its design and color should be planned to discriminate easily and it should be planned to provide enough footpath to avoid some crowdedness. In addition, it is considered that separated footpath and rest place should be planned, placing spare space on public approach.
Besides, the plan that it is placed on 1st floor are required in order to providing convenience to the aged and the handicapped in case that it is placed with other facility.
While the hall user can use freely under no condition in case of placing the hall for the aged separately, it seems that they are inconvenient to use it because of fixed use time limited by a control office. It is considered that there needs additional improving policy in order that its user can use enough without time-limited condition. According to this research of used cases about the hall, it unveils that female users use more often and longer than male users, which shows that it should be planned in consideration of gender proportion. Female users not only use more often and longer but also sleep and do spare time activities, staying in long period. Because sleeping place is not planned additionally in these cases, the place should be planned.
A livingroom is used as a extra place for kitchen or a corridor to the room ,which has no its function. So most of them do their spare time activities in a room. But because few may do exercise or take a rest on a chair or sofa in a livingroom, some place equipped with sport outfits or apparatuses for a rest room should be planned. In this cases, it unveils that these are required.
It is considered that a livingroom is the factor planning that it is connected with external rest places by letting it place in quiet side, not in road side.
Though there is a kitchen in some part of a livingroom, there is not a dining place. So a kitchen in which some food can not only be prepared but also be had is required. Besides, because a livingroom may be polluted if some food is cooked in case that a kitchen are connected with a livingroom, its proper placement and equipment against pollution should be planned.
a toilet is the most important for the aged. It is considered that this should be designed in accordance with their physical capacity, safety and emergency. In case of placing with other facility, since it is placed outside ,it is inconvenient. it should be planned that it is placed inside, grips are equipped beside a pot and a nonskid floor material are used for convenience and safety respectively. In addition, it needs more careful plan to protect gender privacy.
Most of them don't agree to setting a smoking room inside but it should be considered partially.
operating expense of a hall for the aged is dependant on mainly government subsidies and membership fees. To activate program of the hall, supports by government must be realistic.
In order that the hall for the aged transfers from existing role to welfare one, supports by government must be realistic. Also, discriminating supports based on various factors like the number of its user, operation of programs and the like as well as size of a hall should be found.
Each local community should be good relation with welfare associations, school, religion to solve the problem by itself through the establishment of sisterhood relationship. helping by local resident is to keep the hall clean, provide some food, assist the disabled, visit for cheers, participate as volunteer, support them economically and executively by joining an aid association, which should be considered.
In facilities for children, there's no sign to warn about playground in a complex, including basic safety rule, which causes many accidents there. the plan and care about safety equipment to prevent accidents is required and information about its caution should be provided when using it.
Because of accidents mainly caused by falling from apparatus or tumbling down, it must be necessary to set floor material absorbing a shock there.
Playgrounds are almost dispersed into 2-3 in leased apartment complex, which shows lacks of each interrelation. In these case, it also follows the above. Besides, since meanless playing apparatuses are placed randomly and same ones are in each playground, it can't give a opportunity to experience diverse plays to children. If playgrounds are connected one another by setting different theme and apparatus in each one, it meets not only basic role as new playing field but additional role as teaching place of experience and education.
Because only playing equipments are almost considered in playground in leased apartment, active playing culture is limited. New playing field for new play like inline-skate should be planned according to its trend. It is considered that the plan which had been performed only in a parking area or a park should be expanded in a housing complex.
As shown in the result of questionnaires, most of them attend in academies after school, which makes their homecoming be late. So they have no time to play outside and naturally play inside. Therefore internal play field in which they can always use, not influenced by weather or climate should be planned. In these cases, it shows that playing fields such as internal playground, junior library and the internet are needed.
Though a playground must be set obligatorily, its management scarcely is performed, which causes accidents. For considering recognition about development level such as child's age, physical condition and capacity is insufficient and management of existing facilities is inappropriate.
Also, since improper use by children themselves as well as drawback itself of a facility cause accidents, periodical check and management for preventing accidental factors by knowing its reason in advance and thorough instruction for proper precautions are required.
According to changing playing culture, systemic revision about converting external playing field to internal one partially is needed. It is low used because of being sensitive to weather or climate. and it becomes temporary place owing to changing playing culture. To set appropriate welfare coming up with social change about playing culture, continual researches approaching into systemic side such as assessment of playing field(internal playground, junior library and the internet), which meets some criterions, should be performed.
This study is focused on facilities for the aged and children among subsidiary and welfare facilities in Rental Apartment and is researched through analyzing, considering and making up question about the problem.
But it is required that subsidiary and welfare facilities are improved through the research performed more concretely and practically about its whole connection and improvement of them in Rental Apartment.
