한국 지방의회와 집행기관간의 대립관계의 발전방향에 관한 연구

Abstract

A government of local is made up local assembly and executive organ, and they perform their reciprocal action by self-governing administration, so it is difficult to examine their relation by one word. In the past, local assembly decided their policy by themselves and executive organ carried out it, but as time goes by they work both things each other, so it is really hard to divide into their function and part of working, because they have to help each other to solve local problem, these are very complicated and various. They work reiteration working each other, so their relationship can be cooperation relationship or antagonistic relationship. the farmer case brings good results, the other side the later it is caused by confusion of administration. Also it can take long time to solve, because it is not easy to find solution, so they can't work their parts well. Accordingly we have to make institutional measures to prevent some these problem. Local self-government system apply to different ways each countries and states. In case of Korea, there are no institutional measure or law to relieve their antagonistic relationship. That's way I worry about that self-governing administration's disutility. I want to study more about this research and then I want to know self-governing administrations's problem an their relationship. This is that I will research that Korea's self-governing administration the actual condition and I will find the solutions about that. It is my object. My study scope is both organization's problem about reverse function. In Korea, self -governing administration organized at 1991, but there were a lot of problem, because people and nation couldn't investigate their governing system before self-governing administration's revival. I chose this object because self-governing system have had many problem in Korea for a long time. Korea local government, they are constituted a local assembly and executive organ and they achieve their self-administration by mutual relation helping. If they have serious problem for a long time, it can be big confusion in with local government, so we have to make prevention or institutional law. We don't have any law or measure about this problem, so it is worried, and there are no research on the actual condition about their problem in self-government administration. I researched trouble with local assembly and executive organ and I checked some question and answer paper for people who works self-government; local public service employee and local assembly men.
