국내 에너지자원 개발기업들의 국제경쟁력 강화에 관한 연구

Abstract

에너지산업은 한 국가의 기반산업으로 모든 경제활동의 기초이며, 국가의 안보와 직결되어 있는 중요한 산업이다. 우리나라의 에너지산업은 과거 석유비축 업무 및 정유산업과 같은 다운스트림(Downstream)산업을 중심으로 발전하여 왔으나, 1970년대에 발생한 2차례의 석유파동을 거치면서 점차 직접적인 원유생산 산업인 업스트림(Upstream) 산업의 중요성에 대하여 인식하기 시작하였고, 수년전부터 고유가시대가 지속되면서 본격적인 에너지자원 개발 사업에 착수하였다. 정부는 에너지산업을 육성하기 위하여 매년 지원금을 늘리고 있는 추세에 있으며, 에너지산업을 육성하기 위한 정책들을 지속적으로 추진하고 있다. 이러한 정부의 지원 하에서 국내의 에너지산업은 많은 성장을 이루어 왔으나, 아직도 선진 에너지산업국들과 비교했을 때, 많은 격차를 보이고 있어 정부와 기업의 많은 노력이 필요한 실정이다. 이러한 상황에서 정부의 목표인 에너지산업 육성과 자주개발률 향상을 위해서는 국내 에너지기업들을 세계적인 수준의 기업으로 육성할 필요가 있으며, 이와 함께 국내 에너지기업들의 국제경쟁력 강화를 위한 연구가 선행되어야 할 것으로 판단하였다. 지금까지 에너지기업의 경쟁력에 관한 연구는 기술분야에 관한 연구가 주를 이루고 있으며, 경영학적 관점에서의 연구들은 정책, 경제, 경영부문으로 각각의 분야에 대해서만 에너지산업의 발전방향에 관한 연구들을 시도하고 있다. 그러나 에너지산업은 기술, 정책, 자본, 환경 등과 같은 요인들이 복잡하게 얽혀 있는 산업으로 이와 같은 요인들을 모두 고려하여야만 한다. AHP분석을 이용하여 1계층 요인과 2계층 요인의 중요도를 종합한 중요도 종합분석 결과 기술제휴(0.108)가 제1순위, 독자적 자원평가 및 시추기술 개발(0.100)가 제2순위, 2차회수 기술개발(0.093)이 제3순위, 에너지기술 인력양성(0.081)이 제4순위, 외국자본 유치(0.076)가 제5순위, 정부의 자금지원(0.073)이 제6순위, 외교적 노력(0.070)이 제7순위, 탄소저감 기술개발(0.058)이 제8순위로 평가되었다. 본 연구는 기존 문헌 및 보고서 등을 참고하여 기술, 정책, 경영부문을 통합한 연구모형을 만들고, 계층분석법(Analytic Hierarchy Process)을 통하여 현재 우리나라의 에너지기업들의 국제경쟁력 강화에 가장 중요한 요인들이 무엇인지를 실증분석 하였다.

Nowadays, we know that the energy industry which related to economical action and national security, is quite important for the development in all industries in a nation. Korean energy industry has started to develop the stockpiling of the oil and downstream industry in the past. However, through the oil shock in 1970’s and the high oil prices recently, Korean government has recognized the importance of the upstream industry. and the increasingly higher oil prices had led to participate upstream business of the Korean energy companies. Korean government has supported to domestic energy companies through the way of the subsidization and the support of the policy for promoting domestic energy companies. But Korean energy companies’competitiveness is still behind the major energy companies because of various reasons, such as the capital scale and technical differences. Because of the above reasons, it is important to conduct the study on enhancements of international competitiveness of the Korean energy companies. This study finds the factors about enhancements of international competitiveness of the Korean energy companies and conducts the empirical analysis by AHP. The results of the study by using AHP are as follows: The first is the technical cooperation(0.108), the second is the R&D(0.1), the third is the enhanced oil recovery, the fourth is the development of the human resources of the energy industry(0.081), the fifth is the soliciting foreign capital(0.076), the sixth is the funding of the Korean government(0.073), the seventh is the Diplomatic efforts(0.070), the eighth is the development of the Carbon Reduction Technology(0.058).
