정책분쟁의 프레임 분석

Abstract

본 연구는 제주 강정마을 해군기지건설 분쟁 사례를 중심으로 찬성집단과 반대집단의 정책분쟁에 대해 주목하였다. 본 연구는 제주 해군기지건설의 환경문제, 절차문제, 민주적인 문제 등 정책분쟁에 대해 프레임 분석을 실시하여 분쟁사례의 맥락을 좀 더 깊숙이 해부하였다. 프레임 분석은 지금까지의 경험을 분류하여 범주화하고, 새로운 경험을 해석하도록 돕는다. 프레임 분석을 통해서 개인 또는 집단 속에서 문제의 핵심은 무엇이고, 어떻게 해결되어야 할 것인가?에 대해 정의하였다. 따라서 제주 강정마을 해군기지건설 사업의 정책분쟁을 분석하여, 정책분쟁의 원인과 해결방안을 모색하고, 성공적인 정책과 통합적인 갈등관리 체제를 구현하고자 하였다.

본 연구의 시간적 범위로 광의로는 해군·정부에서 제주 해군기지 건설사업의 필요성을 표명한 1993년 12월부터이고, 협의로는 제주 강정마을 해군기지 유치결정 이후 갈등이 본격적으로 표출되는 2007년 4월부터 현재까지로 시간적 범위를 제한하였다.

연구방법은 주로 문헌조사 등을 이용한 질적인 단일사례연구로서 경험적·실증주의적 접근방법을 적용하였다. 현장을 답사하고, 관련된 이해관계자들 및 전문가들과 면담을 실시하였다. 국내외 단행본과 학위 및 학술지 게재 논문, 관계기관 및 단체의 관련자료, 홈페이지 자료 등 가능한 원자료를 중심으로 분석하였다. 또한 각종 언론보도, 관련논문 및 보고서 등의 간접자료도 적극 활용하였다.

결과적으로 정부의 대규모 국책사업에 있어서 수많은 이해당사자들에게 정책의 정당성을 주입하기 위해서는 정책에 대한 설득·수용·인식 시키는 것이 중요하였다. 따라서 충분한 여론 수렴과 이해조정의 과정인 진정한 담론의 필요성을 제시하였다. 그리고 이익충돌을 합리적으로 조정·해결해야 할 경우 공식적인 분쟁의 해결방안으로서 대체적 환경분쟁조정제도(Alternative Dispute Resolution:ADR)와 소송을 환경분쟁의 해결방안으로 제시하였다.

This study focuses on the policy dispute between the proponents and the opponents regarding the construction of the naval base in Gangjeong village, Jeju. The context of the dispute is more specifically investigated in this study by means of the frame analysis on policy disputes on such issues as environment problems, procedural problems, and democratic problems regarding the construction of Jeju Naval Base. The frame analysis classifies and categorizes the accumulated experiences, and helps interpret new experiences. In addition, the frame analysis defines the key issue among individuals or groups and how to solve it. To sum up, this study analyzes the policy conflict in the naval base construction in Gangjeong village, Jeju, address the causes and solution of the dispute, and come up with successful policies and a system for integrated conflict management.

As to the period of time, this study covers the period from December 1993, in general, during which the navy and government made known the necessity of constructing a naval base on Jeju, and more specifically, the period from April 2007 to the present when the conflict came to the fore after the construction of the Naval Base in Gangjeong village, Jeju was approved.

As to the study methods, empirical approaches were applied for the quantitative study for the single case mainly based on the literature research. The onsite survey and interviews with those who were concerned with and experts were also conducted. The major resources used in the analysis included books, home and abroad, dissertations, papers in academic journals, materials in related agencies and organizations, information released in websites and so forth. Besides, indirect materials such as press release, related essays and reports were also made full use of.

In conclusion, it was vital to persuade, accommodate, and reason a number of those who were involved with regard to the justice of policies in large-scale governmental projects. Thus, emphasized was the necessity of lively discourses as part of the process of canvassing the public and adjusting the interests. In addition, Alternative Dispute Resolution(ADR) and lawsuits were presented as a solution for official disputes, including environmental conflicts, when there was a need to rationally arbitrate and solve any conflict of interest.
