A Study on the User Satisfaction in Community Child Center -Focused on the Busan Metropolitan City-

Abstract

Community child care centers are currently responsible for providing care, learning guidance and sound cultural activities to children from the low-income class. Since the child welfare act was amended in April 2004, those centers have made a rapid quantitative growth. Such an increase in the number of the centers is viewed positively on the ground that more extensive service could be provided to children from the low- income class. On the other hand, it's pointed out that a shortage of professionals who could address increasing client needs might result in detracting from the quality of service. In community child care centers, working-level people assume the responsibility to render service to beleaguered needy children and their families in daily routine life. The quality of service offered by them determines the satisfaction level of clients, and that is eventually the key element to the management of community child care centers. To ensure the efficient performance of the centers, what matters above all is boosting the quality of service provided, which largely hinges on the job satisfaction of working-level employees. This study intends to divide the variables that are related to the performance of the regional children center into the general characteristic of the regional children center, the general characteristic of the person in charge of the operation of the regional children center and the actual condition of the utilization of the regional resources of the regional children center and to thereby examine the difference of the performance of the regional children center following that and to grasp what relationship there is between the performance of the regional children center and the degree that it wants help. This study is also intended to examine how programs of some community child centers influence the user children in terms of psychosocial adjustment. Studying whether the programs help the children for psychosocial adjustment will not only evaluate its contribution to sound nurturing of the children, but also suggest what needs to be encouraged to alleviate poverty and deficiency. Besides this study is worthwhile for planning of psychosocial adjustment of the children. The survey was conducted since September 7th of 2010 until October 28th of 2010 and 45 questionnaires were returned from the persons in charge of the regional children centers located in Busan Metropolitan City. The frequency analysis, the t-test and the one-way ANOVA were conducted with the collected data using SPSS WIN 12.0 statistics program. These are hidden meanings of this study. First, via this corroborative study on the relation between children’s psychosocial adjustment, satisfactory rate, participation rate and substantiality of the programs of community child centers, it illustrates that diverse variables of psychosocial adjustment such as depression, anxiety, social intimidation, delinquency and aggression are influenced synthetically by those factors. Second, since it is proven that programs of community child centers effect positively for psychosocial adjustment, it finds the meaning of providing essential materials for developing effective programs for improving psychosocial adjustment of children. Third, to provide better quality programs, community child centers need to elevate the officials’ speciality. Especially in order to increase satisfactory rate of programs, it acquires qualitative improvement of developing their practical capability and speciality to encourage participation of programs. Hence institutional and financial supports for education and re-education of officials are needed. Fourth, in the investigation it showed that psychosocial adjustment of the children who use the centers has an impact on depression, anxiety, social intimidation and delinquency in accordance with domestic economy the children perceive. Concerning its role of protecting child welfare institution inside communities, while focusing children in needs, efficiency and sustainability in systems and policies are requested. Finally the following studies that compare the actual condition of the utilization of the resources of the community of the regional children center by dividing the regional children centers by region, that is, by dividing into those of the large cities, those of middle and small cities and those of farming and fishing villages and that can thereby present a plan to utilize the regional resources that suits the region are needed.
