해외 EPC 프로젝트의 효율적인 리스크 관리 방안

- A Strategy for Effective Risk Management of Overseas EPC Project

Abstract
By 2010, the order of overseas construction was emerging as one of a key factor driving domestic economy by reaching 70 billion dollars which it excessed a maximum amount of yearly order. In recent 6 years, domestic companies have been taking huge success in the period of the boom in overseas construction. In accordance with analyzing this success, the plant industry had been getting increased which it was taking part of 80% of the order of overseas construction.
In location, the middle Asia would be expected as the area indicated a increasing trend which it was taking part of 70%. Also, the order scope of overseas plant industry in the year of 2015 would be expected to reach the amount of 1,110 billon dollars, and the market would be divided the field of an energy usage and a water treatment. The middle Asia and the area of Pacific Ocean would be expected to be the area leading mainly the overseas plant industry.
It is expected that the amount of the order of overseas plant industry would reach 90billion ~ 100billon dollars by 2015, which this industry would be taking a role as one of core driving a future domestic economy.
However, a status of participant in the plant market has been changed, and the uncertainty has been increased as the trend of plant market has been changed to EPC project complying with BOT as a full turn-key not as a separated order leaded by the government. Also, the importance of the engineering and the capacity of manufacturing key facilities have been increasing by the scale-up and the quality enhancement of the plant industry. Due to this trend diversity, the project risk has been sharply increasing which it effected in negative way to the project achievement of domestic plant company not good at the risk treatment compared to other nations as a low profit yield and a high failure rate.
Therefore, this research is mainly focusing on a benchmarking of advanced risk management system of foreign companies and its application to risk decreasing for domestic plant companies.
Following is the summary that the study draws as conclusion:
- The strategy of risk management and the process improvement were suggested which it was including the risk manage improvement by the gain of key source and key capacity and the process improvement of risk management by the enhancement of ERM.
- The need of the division for the project management being suitable of EPC project and the establishment of a circumstance and a system for the active working of the manager division for project engineering and the operation of a council committee for the communication enhancement and the increase of the capacity for risk management were suggested in this research.
- The need of the improvement about the system to bring up the project manager was suggested.
In this research, the strategy of efficient risk management for the domestic plant companies in overseas plant market was presented. In the future, the research in this field would be extended and deepened in two ways as summarized as following:
- It would be the development of risk manage process in attach with the working process as the establishment of total solution for the risk due to the circumstance prior to as the separate solution in after.
- It would be the sustainable R&D of a strategy and a equipment for the risk management. This research makes some efforts to be helping for domestic plant companies to the gain of sustainable profit by the stable accomplishment of the project as the establishment of the risk management system being capable of getting over an unavoidable risk.
