사업자 관점에서의 임대형민자사업(BTL) 문제점 해결방안

Abstract

정부는 2005년, 사회기반시설(SOC)에 대한 민간투자방식의 하나로 BTL(Build-Transfer-Lease)사업 방식 즉, 공공시설을 민간이 건설한 후 국가에 임대(Lease)하여 투자비를 회수하는 사업 방식을 도입하였다. BTL사업의 목적은 종래 BTO(Build-Transfer-Operate)방식과는 달리 학교, 사회복지시설 등 최종 이용자로부터 사용료를 받을 수 없는 공공시설에 대해 민간자금을 유치함으로써 정부의 재정부족을 해결하고 민간자본에 의한 사회기반시설의 조기 확충을 위한 방안으로 도입되었다. 하지만 짧은 준비기간 등에 따른 경험부족으로 여러 가지 문제점을 발생시키고 있다. 특히, 건설소요비용과 성과요구수준서의 현실성 부족 등과 같은 심각한 문제로 인한 리스크 때문에 민간사업자가 BTL사업 참여를 기피하는 결과를 초래하고 있다. 이에 본 연구에서는 현행 국내 BTL사업에서 민간사업자가 참여를 기피하는 문제점을 해결하고자 국내외 BTL 관련 자료 분석을 통하여 정부지급금을 포함한 19가지 실질적인 문제점을 도출하였으며, 통계분석을 통하여 문제점 간 상대적 중요도와 원인을 분석하였다. 다음으로 문제점 해결을 위해 일본과 영국의 선진 사례분석을 실시하여 시사점을 도출한 후 민간사업자 관점에서 민간사업자와 주무관청이 공통적으로 수용할 수 있는 합리적이고 실무적인 16가지 AS-IS, TO-BE Model을 제시하였다. 제시된 해결방안의 효용성을 검증하기 위하여 국내 BTL 전문가를 대상으로 적용성 및 파급효과 측면에서 설문조사를 실시한 결과 모든 내용들이 합리적인 것으로 분석되었다. 이에 본 연구의 결과는 민간사업자 관점에서 문제점 해결방안을 제시함으로써 BTL사업의 정책 및 제도의 합리적 개선을 가능하게 할 것이다. 따라서 궁극적으로는 민간사업자들의 적극적 참여를 유도함으로써 국내 BTL사업을 활성화시키는데 기여할 것으로 판단된다.

In 2005, the government introduced BTL(Build-Transfer-Lease) projects as one of the methods of private investment in infrastructure. In a BTL project, a private company builds a public facility and leases it to the government to withdraw its invested capital.

Unlike conventional BTO(Build-Transfer-Operate) projects, this BTL project aims at fixing the financial deficiencies of the government and expanding infrastructure through private capital. It allows the government to attract private capital for the construction of public facilities such as schools and social welfare agencies for whom private users don't need to pay, thereby bolstering national finance.

But there appear several problems with it due to a short period of preparation and lack of experiences. Specifically, private companies that plan to participate in this project have to take a risk since serious problems are likely to take place because of unrealistic estimation of construction costs, etc., and they finally avoid participating in this project.

The purpose of this study was to examine domestic and foreign BTL-related data in a bid to seek ways of addressing private companies' unwillingness to participate in BTL projects. After the collected data were analyzed, it's found that there were 19 problems with BTL projects, which involved the amount paid by the government, and the relative importance and cause of the problems were analyzed.

A case study was made over advanced countries, Japan and the United Kingdom, to find out how to resolve the problems, and rational 16 AI-IS, TO-BE models were presented from a perspective of private companies, which could be accepted by both of private companies and government agencies.

A survey was conducted on domestic BTL experts to ask their opinions on the feasibility and pervasive effect of the solutions presented in this study, and every solution turned out to be rational.

The findings of the study are expected to provide workable solutions to BTL projects from a standpoint of private companies to facilitate the rational improvement of BTL projects, and this study is ultimately expected to stimulate the active participation of private companies to make a contribution to the vitalization of domestic BTL projects.
