- How Public Management Information System supplied by Central Government influences on the Satisfaction of Local Government Users: Focusing on the sido·saeol PMIS(Busan Metropolitan City)
- Abstract
- The Sido·Saeol system, a local government information system cost too much for designing and development during last four years but the effectiveness of this system is still open to doubt. Also maintenance cost is high and increasing year by year.
To find out the reasons and to suggest how to solve this problems, this study is to investigate an influence of Sido·Saeol on a public service quality and the public servant's job satisfaction. To investigate of the effectiveness of the Sido·Saeol, 8 variables are analyzed to test 3 main hypothesis.
We conducted to verify hypotheses that service quality contentment is interrelated with job satisfaction using these systems.
Study were conducted to test hypotheses and for service quality factors, used in previous studies, the existing primary needs fulfillment, reliability, accessibility, active supportability(positive assistance), publicity that uniquely can be seen in public sector, internal business efficiencies, commonality, standardization(document) and other excavation of the factors, adding to the total of 8 factors were used. And the questionnaire were made by three times the preliminary investigation on the factor analysis, appropriate for the public sector.
Survey has a questionnaire of reliability analysis, validity analysis, factor analysis, path analysis, was conducted to 268 Busan City officials. The used statistical package is AMOS 7.0, SPSS 12.0 and results is following.
First, it is verified that six factors out of eight factors, except primary needs fulfillment and the public, influenced system satisfaction.
Second, it is verified that the three factors of accessibility, standards (documented), actively supports influences on job satisfaction, the remaining five factors does not affect.
Third, it is verified that the system satisfaction does not affect job satisfaction.
By results that dismissed multiple factors and assumptions, the national dissemination public management information systems which used through the long-term, should be focused on being the active system rather than fix bugs in programs, improving the system functionality, could maximize the user experiences. In terms of users, increased user's satisfaction could also grow job satisfaction as well.
State or local government can use this result for the next time resources dissemination and system introduction. The results of this study can guide the strategy and direction of introduction, result in saving the budget.
