안전보건경영시스템의 안전활동 개선방안에 관한 연구

Abstract

안전보건경영시스템(KOSHA 18001)의 도입으로 자율안전경영의 기틀을 구축하고 산업재해율 감소와 안전문화정착을 위하여 이행실태를 분석한 결과와 개선방안은 다음과 같다.

1) 산업재해예방의 목적을 위해 개발되어진 안전보건경영시스템의 인증은 받았지만 사업장에서의 운영상 어려움과 형식적인 관리의 문제점이 나타났다.

2) 현행의 인증심사기준은 사업장의 수준에 맞추어서 시스템을 구축하도록 요구하 고 있지만 사업장의 실정과 객관적인 수준진단을 고려한다면 사업장 스스로의 수준진단은 현실적으로 어렵다.

3) 현재의 일률적인 인증기준의 모순점을 개선하여 사업장의 수준에 맞도록 인증기 준을 세분화하여 차별화시켜 개발할 필요가 있다.

4) 기업의 안전문화수준을 진단하는 프로그램을 인증과 연계하고, 안전보건의 체계 적인 관리와 운영을 위한 기업의 규모, 조직 및 안전수준에 맞는 '맞춤형'으로 관리되어야 한다.

5) 중소규모 사업장의 경제력과 조직구조로 볼 때 열악한 관리 상태와 대부분의 비 인증사업장의 산업재해율을 고려할 때 적용하기 쉬운 Tool의 보급이 시급하다.

6) 현재 중소규모 사업장용 인증심사기준은 대기업과 거의 같은 수준으로 인증 및 안전보건경영시스템을 규모나 경제력이 작은 사업장에 그대로 적용하면 형식적 으로 운영될 가능성이 매우 높아 실효성이 떨어질 수밖에 없을 것으로 보인다.

7) 안전보건경영시스템의 정착과 산업재해예방을 위해서는 인증시스템 운영주체 및 사업장 안전보건조직에 대한 현재의 문제점에 대한 정확한 분석을 통해 제도적 인 보완이 시급하다.

8) 사업장 안전보건경영시스템이 경영의 중요한 분야로 인식되기 위해서는 경영자 에 대한 시스템의 올바른 정보전달과 교육을 통해서 인식변화를 가져야 한다.

9) 기업경영자는 보다 적극적으로 안전시스템에 대한 이해노력과 안전활동 중심의 시스템 운영에서 안전경영 중심의 시스템으로 적극 개선시켜야 한다.

The Occupational Safety and Health Management System(KOSHA 18001) was introduced to comprehend self-regulatory safety management, reduce accidents in the industry and establish safety culture. The result of analyzing its fulfillments and improvements are as followings.

1) difficulties in administrating and problems of token management in the work sites, in spite of certification of The Occupational Safety and Health Management System aimed at preventing industrial accidents.

2) though the details of the each implementation phase are decided by the work sites now in force, when considering real state of work sites and objective standard evaluation, it is difficult in real.

3) It needs to develop standards of certification separately and specifically to fit circumstance of work sites with improving inconsistency of certification standards now applied uniformly.

4) necessities of introducing program that evaluates safety culture level of business and also customizing management style for size, organization, safety level of it so as to manage systematically.

5) as seeing economic power and structure of small to medium size work sites, easy-accessible tool is urgently needed because of poor managing surroundings and industrial accident rate of most of non-certificated work sites.

6) in case of applying current certification standards for small to medium size work sites to the smaller and weaker in economic power work sites, it assumed that it has low efficiency because of high possibility to be managed formally.

7) for establishment of The Occupational Safety and Health Management System and prevention of industrial accidents, institutional complement is urgently needed through accurate analysis on current problem of central operating body of certification system and safety health organization of work sites.

8) to cognize The Occupational Safety and Health Management System as one of important parts in management, the management needs to change the way of thinking through correct information delivery and instruction about this system.

9) business owner must try to improve it from system of focusing on safety activities to that of focusing on safety management with comprehension as to safety system.
