Abstract
Geoje-Hansan Fishing ground cooperative, the origin of N.F.F.C was established in 1. July, 1908 and after the foundation of N.F.F.C in accordance with the N.F.F.C law, the extension business in 1970 has been mainly focused on the education of manufacturing technology, fishermen education, and propaganda of government policies. In those times, most fishermen were practicing the meaning of cooperation in their lives even though they were poor and ignorant. Today's extension service including support of fishermen's production activity, safe fishing guard, fishery wireless communication, support for the member cooperative's management streamlining, education etc, is diversified and developed ostensibly. It is difficult to classify the role of extension business. Even though the extension service is core business of N.F.F.C, most fishermen think little of the performance of N.F.F.C, and it was always in the middle of debate on the role of N.F.F.C's development.
Moreover, member cooperatives are endangered by the shrinking of fishing ground due to the land reclamation, which deprives some cooperatives of sea.Those cooperatives are managing only mutual finance and insurance businesses and cannot serve extension business because cooperative members also cannot do the fishing activities
Considering the difficulties that the member cooperatives are facing today,
fishermen are suffering from both increasing debt and low income caused by the change of spawning pattern, route migration. But, as a representative of
fishermen and producer organization, N.F.F.C failed to do its duty to coordinate cooperative members and vigors in fishing village are lessening as a result of pollution and shrinking of fishing ground, illegal fishing activity and reduction of fishery resources as well as of withering of fishing activity, aging fishing society and insufficiency of fishermen.
Also, when the fishery industry collapse due to weakening of domestic
fishery infrastructure caused by the opening markets, increasing imports
such as WTO/DDA, it is apprehensive that fishermen downfall as a lowest
rank position in the society. So, it is necessary to foster direct/indirect
self-reliance through the protection of fishery infrastructure. As a result of
continuing fishery stagnation, the number of fishery house dropped from 81,571 in 2000 to 71,046 in 2008, the number of fishing population from 251,349 in 2000 to 192,341 in 2008, and the number of out-flowing people outnumbered the in-flowing people, and the number of people over 70 increased rapidly from 6.6% in 2000 to the 13% in 2008.
So, in order to lessen the fishermen's financial burden and to stabilize
fishermen's life and to develop the fishery industry, N.F.F.C is providing policy fund to the fishermen with Government and apart from this trying its best to lessen fishermen's financial debt through the supporting special fund for the purchase of fish meal since 2008, and through the increasing 400 billion won of fishery fund for the fishermen who are suffering from internal and external management difficulties such as the increase of oil & fish meal price. At this time, it is especially required for NFFC to have a leadership that produce policy to cope with shrinking in the fishery sector by empirically reconstructing the changes in NFFC's extension service and a leadership to harmonize cooperative member's desire and to conciliate member's effo rt for the relatively less developed fishery sector compared with that of agriculture or urban area. Here upon, to seek a way to vitalize extension service, which is very important because it enables NFFC to take a pre-emptive steps for the future change for income increase & cooperative member's wealth based on the development of fishery culture as a producer's organization, I conducted a survey of cooperative members(fisherman) with emphasis on the rational fishery management including living environment & preservation of fishing grounds.
